Purpose & Scope
The P&P A-E Gen III IDC supports firm fixed-price task orders for essential master planning, programming, and related real property management services. These services are critical for developing and maintaining master planning documents, DD1391 programming documents, and related analyses for Military Construction (MILCON) and other facility development and management needs for DoD components. The capacity increase is necessary to sustain essential mission support and bridge a projected 12-month gap between the exhaustion of the current capacity (estimated December 2025) and the anticipated award of the follow-on P&P A-E Gen IV IDC (September 2026). Without this increase, the agency faces potential statutory non-compliance, MILCON delays, and duplication of costs.

Justification & Eligibility
This action is justified due to the critical need to avoid a lapse in essential services. Market research was conducted, and a notice of intent was posted on SAM.gov. Only two firms were identified as potentially qualified for stand-alone contracts, making a sole-source increase to the existing IDC the most feasible option to prevent mission disruption. The follow-on P&P A-E Gen IV IDC will be competed amongst multiple contractors.
