Submission & Evaluation
This is a competitive acquisition utilizing the Lowest Price Technically Acceptable (LPTA) selection process under FAR Part 15.1. Technical responses will be evaluated based on three factors:
- Experience on Similar Projects: Offerors must demonstrate at least 10 years of successful experience in comparable projects, including projects over $1,000,000 and in buildings of at least 3 stories.
- Past Performance: Assessed via a questionnaire completed by past clients.
- Staffing Plan/Key Personnel: Resumes for a Project Manager and Superintendent, each with a minimum of six years of experience, are required. The company owner cannot serve as Project Manager. These technical factors are equal in importance and, combined, are significantly more important than price. Required submissions include a bid guarantee (SF24), Contractor's Qualifications and Financial Information (GSA Form 527), Key Personnel Form, Past Performance Questionnaire, and Experience on Similar Projects Offeror Form. Performance and payment bonds are required post-award. Proposals must be submitted electronically to kyle.cole@gsa.gov. To receive specifications and drawings, Attachment 10 (CUI Form) must be completed and emailed to the contracting officer. Offerors must be actively registered in SAM.gov.
