This solicitation is for the Cedar Rapids Flood Risk Management Project, specifically Reach 1, South Railyard Floodwall, located in Cedar Rapids, IA. The project is estimated to be between $25,000,000 and $100,000,000. This is a Total Small Business Set-Aside Invitation for Bid.

The scope of work includes demolition, temporary traffic control, clearing and grubbing, temporary diversion of water, riprap, bedding stone and aggregate surfacing placement, metal sheet pile and steel H-pile installation, toe drain installation, floodwall construction, watermain modifications, storm sewer installation, seeding, and site restoration. All contractor access will be by barge.

• Electronic bids are requested via email to the Contracting Officer and Contract Specialist; no hardcopy bids will be accepted.

• All questions must be addressed in accordance with MVR.02 - Questions and Answers via ProjNet.

• Offers providing less than 60 calendar days for Government acceptance will be rejected.

• A prebid meeting will be held on Thursday, May 28, 2026, at 10:00 AM CST at the project site.

• Total Small Business Set-Aside.

• The solicitation incorporates FAR provisions by reference, including FAR 52.214-34 (Submission of Offers in the English Language) and FAR 52.214-35 (Submission of Offers in U.S. Currency).

• A bid guarantee is not required.
