Scope of Work

The project requires scientific, technical, and engineering research and development. Key requirements include:

  • Antenna System: Contractor must own, lease, or have rights to use a 30-meter or larger antenna system, available solely to NRL 24/7, located within an 80,467-meter radius of 36.597564 N, -121.897631 W. The antenna must meet specific operational requirements (e.g., 1 degree/second with 0.01-degree accuracy, 20.7m feed height, low obscura).
  • Technical Development: Development of hardware and software for precise pulse generation (picosecond accuracy), RF energy transmission, and targeting centimeter-sized objects with narrow-beam, high-power RF signals. This includes instrument control systems, antenna performance analysis, and integration with NRL assets.
  • Personnel: Requires a range of personnel including Senior Systems Engineers, Project Specialists, Electrical/RF Engineers, Field Engineers, Computer Scientists, Integration and Test Engineers, Electronics Technicians, and Network Engineers. Many roles require Top Secret/SCI clearance or the ability to obtain at least a SECRET clearance, along with specific experience in RF calibration, satellite systems, and signal transmission.
  • Security & Compliance: Adherence to DoD, Navy, and sponsor security policies (ICD 501, 503, NIST SP 800-37), Navy RF Safety policies, and environmental RF obscura requirements.
