Purpose & Scope
The U.S. Government (USG) is developing PrSM Inc 4 to move from high-risk research into full-scale production. The STORM Project Office requires an affordable, cost-effective, and Modular Open Systems Approach (MOSA) compliant solution (per 10 U.S.C. §§ 4401–4403) to ensure interoperability, upgradeability, competition, and prevent vendor lock. The solution must engage moving maritime and relocatable land targets at ranges equal to or greater than 1,000 kilometers and be compatible with the M142 launcher platform. The prototype project security level is up to Secret, but the physical solution must be handled as unclassified.
Key Requirements

Contract Details
This acquisition uses 10 U.S.C. § 4022 (Other Transaction Authority for Prototypes). The Prototype OTA has a 36-month period of performance. Successful prototypes may lead to a follow-on production contract or transaction without further competition, as per § 4022(f). Funding operates on a shared investment model, with significant performer investment expected. All performers must submit an investment profile, and "skin in the game" is desired.
Submission & Evaluation
Solutions Briefs (max 15 pages, searchable PDF) were due by 1700 CDT on May 22, 2026. Submissions were required to include a Technical Narrative, MOSA Strategy, Data Rights Assertion, OCI statement, Performer Eligibility Statement, Technical Data Sheet, and Rough Order of Magnitude (ROM). All components must be combined into a single PDF and submitted via DoD SAFE (link requested by May 20, 2026).

This is for administrative compliance only; no changes to the original Solutions Brief are permitted.
