Quick Summary

The Department of the Army is soliciting proposals for the Prefabricated Build Fort Wainwright M320 Range ROCA Tower project in Fort Wainwright, Alaska. This Total Small Business Set-Aside opportunity involves the construction of a two-story Range Operations Center (ROC) Tower and a General Instruction Building (GIB) designed for sub-arctic conditions. Offers are due April 8, 2026, at 1:00 PM AST.

Scope of Work

This project requires the provision of all work plans, labor, material, equipment, supervision, and facilities for the construction of:

  • Range Operations Center (ROC) Tower: A two-story structure (approx. 12'x12' cabin, 18' eave height) with a second-floor control room and a 4' walk-around mezzanine catwalk. It must feature a structural steel frame with insulated metal sandwich panels rated for -50F, ASHRAE 90.1 compliant building envelope, triple-pane windows, and cold-weather listed electrical systems. Foundation design must account for permafrost, potentially using thermosiphon or adjustable screw-jack systems. No fire alarm is required in the ROC Tower.
  • General Instruction Building (GIB): A single-story structure (20'x40') with a reinforced insulated monolithic slab-on-grade foundation. It requires wood or metal framing, insulated walls and roof meeting ASHRAE 90.1 standards, triple-pane windows, and a 100-amp service entrance. A Monaco Fire Alarm system is required for the GIB. Both buildings require electric heating/AC units sized for 70F at -50F outdoor temperatures, dual circuit LED lighting, and adherence to specific structural and environmental standards for Alaska's Climate Zone 8. Lightning protection is generally not required unless calculations indicate otherwise or for buildings not storing munitions. Communications and data infrastructure are not required for either facility. Optional items include the demolition and offsite disposal of an existing wooden range tower and GIB, and connecting electrical service to a nearby Ammo Breakdown Building. The period of performance is 365 calendar days from Task Order award.
