Prepared Meals to Support the 260th ESC Annual Training in Culbertson, Montana

Statement of Work (SOW)

To provide and deliver prepared meals for the 260th ESC's Annual Training in Culbertson, MT.

• Provide a variety of high-quality, nutritionally balanced meals prepared according to commercial food service standards.

• Meals must offer variety, contrast in texture, flavor, and color, and be equivalent to good quality restaurant-prepared meals.

• Breakfast: Eggs, meat, meatless entrée, potato, 100% fruit juice, and fresh one-percent white milk (for 45-50% of patrons).

• Lunch (July 24, 2026 ONLY): 16 sack lunches or hot meals, including sandwiches, chips, dessert, condiments, fruit, and a drink.

• Dinner: Main entrée, starch, vegetable, salad, and a beverage (no soda).

• Salads must include leafy greens, at least five raw vegetables, shredded cheese, croutons/crackers, and at least three dressing choices (including oil and vinegar and a fat-free option).

• Three types of fresh fruits must be available at every meal.

• Provide all necessary condiments and warming beverages (coffee for breakfast).

• Serve buffet style; Ala Carte ordering is prohibited.

• Contractor is responsible for portion control and allowing second plates.

• Meals must meet FDA Food Code guidelines (2022 version or latest) and be prepared using food from approved USA vendors.

• Potentially hazardous food must be maintained at 135°F (57°C) or above for hot food and 41°F (5°C) or less for cold food.

• Dietary restrictions and allergens (lactose intolerance, gluten intolerance, diabetes, wheat, nuts, fish, shellfish, eggs, soy) must be accommodated with comparable substitutes provided 48 hours prior to performance.

• Period of Performance: July 10, 2026, through July 24, 2026.

• First Meal (Dinner): July 10, 2026, at 1800.

• Last Meal (Lunch): July 24, 2026, at 1200.

• Place of Performance: Culbertson Armed Forces Reserve Center, 819 6th Ave E, Culbertson MT.

• Contractor must provide adequate personnel for timely delivery and service.

• No repeating dinner meals within a five-day period.

• No repeating the same main protein twice in one day.

• Contractor must provide serving utensils, eating utensils, cups, plates, pans, and warming trays.

• Contractor is responsible for picking up and cleaning their own equipment.

• Contractor must comply with all Federal, State, and Local laws, regulations, and policies, and possess necessary permits and insurance.

• A facility will be provided, with access to tables, power, water, and a hot/cold service line. Space is available for a food truck or refrigerated truck.

• Meal counts are approximate (Not-to-Exceed); final counts will be provided no later than 48 hours prior to the meal. Invoicing will be based on confirmed counts, not exceeding the NTE ceiling.

• Contractor will ONLY contact the government POC for questions after contract award.
