Quick Summary

The U.S. Army Corps of Engineers (USACE), Omaha District, is seeking to establish a Prequalified Sources List (PSL) for levee repair construction contracts in Iowa, Missouri, and Nebraska. This prequalification is crucial for firms interested in bidding on future contracts to repair over 500 miles of earthen levees damaged by 2024 flooding in the Missouri River Basin. The objective is to identify firms with the capacity and capability to self-perform critical levee repairs. Responses are due by June 9, 2025.

Opportunity Details

  • Purpose: Create a Prequalified Sources List (PSL) for levee repair construction.
  • Agency: USACE, Omaha District.
  • NAICS: 237990, Other Heavy and Civil Construction, with a $45 million small business size standard.
  • Contract Type: Prequalification for future sealed bid (FAR Part 14) contracts.
  • Place of Performance: Iowa, Missouri, and Nebraska (Missouri River Basin).
  • Anticipated Contracts: USACE anticipates at least 30 contract actions over the next two years from the PSL.

Qualification Requirements

Firms must meet specific criteria to be placed on the PSL:

  • Experience: Proven competence as a prime contractor on at least three earthwork projects or cut/fill grading operations, including levee construction or large-scale cut/fill. Each project must have a minimum value of $750,000 and involve at least 10,000 cubic yards of cut/fill material. Two of these projects must demonstrate selective placement of at least 500 tons of riprap on slopes.
  • Past Performance: Satisfactory client ratings for projects cited in experience. CPARS evaluations or equivalent are preferred; otherwise, a completed Past Performance Questionnaire (Attachment 2) is required.
  • Bonding: A current surety letter documenting a single bonding capability of at least $5 million and an aggregate capability of $10 million.

Set-Asides & Solicitation Process

Placement on the PSL does not guarantee solicitation. Contracting Officers may elect to use:

  • Total Small Business Set-Aside: Pursuant to FAR Part 19.
  • Local Area Set-Aside: Pursuant to FAR Part 26.2, for firms in specific disaster-declared counties in Iowa and Nebraska. USACE will notify PSL firms via email of upcoming solicitations, which will generally be sealed bids with a 14-day response period.

Response Submission

  • Deadline: June 9, 2025, for initial consideration. Rolling admissions will be accepted thereafter.
  • Submission: Email electronic responses (max 12MB) to nicole.l.parker@usace.army.mil and clinton.e.russell@usace.army.mil.
  • Required Content: Narrative on experience (max 10 pages), past performance information, bonding letter (max 2 pages), designated email address, and certifications (UEI, CAGE, SAM registration, business classification, local firm status, accuracy).
  • Questions: Submit via ProjNet at www.projnet.org/projnet using Bidder Inquiry Key: SS96KS-R5CXUH.
  • Registration: Firms must be actively registered in SAM.gov under NAICS 237990.
