Scope of Work

The contractor will provide 24/7/365 uniformed transportation officer staff, operate, manage, and maintain vehicles for secure detainee transport. Services include pre-departure/security checks, detainee processing, custody during transport (including medical), property handling, communication systems, and vehicle safety/sanitation. Operations primarily cover New York, Maryland, Pennsylvania, New Jersey, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont, Virginia, and potentially North Carolina, South Carolina, Georgia, and Ohio. All services must comply with National Detention Standards (NDS) 2025, ICE Family Residential Standards, and all applicable federal, state, and local laws.

Contract Details

This will be an Indefinite Delivery - Indefinite Quantity (IDIQ) contract, structured on a hybrid Firm-Fixed Price (FFP)/Time & Material (T&M) basis. The IDIQ will have a 60-month ordering period (5 years), with individual Task Orders not exceeding 12 months. The minimum contract value is $1,000,000, with the maximum value to be determined. The Product Service Code is S206 (Guard Services). There is no set-aside specified, indicating an unrestricted competition, though personnel must meet U.S. citizen or lawful permanent resident security requirements.

Evaluation & Submission

The award will be based on a best-value tradeoff following a two-phase, advisory down-select process. Phase I evaluates Carrier Compliance & Risk Management (pass/fail), Demonstrated Experience, and a Case Study Scenario. Phase II assesses Plans, Past Performance, and Price.
