Purpose & Scope
The GSA, Public Buildings Service, intends to procure construction services for the build-out of approximately 3,015 Sq. Ft. on the 1st Floor of the Binghamton Federal Building and U.S. Courthouse. The renovated space will function as a SCIF. The scope of work includes furnishing all materials, equipment, labor, and supervision for comprehensive interior renovations, including demolition, abatement, new walls, hard ceiling, doors, casework, woodwork, flooring, plumbing, electrical, IT, fire protection, and mechanical systems, all in accordance with N.K. Bhandari Architecture & Engineering, P.C. drawings and specifications.
Contract Details
- Type: Firm-Fixed-Price contract.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- Period of Performance: Work execution must commence within 60 calendar days after Notice of Award. Substantial Completion is required within 210 calendar days from Notice of Award, followed by Contract Completion within 30 calendar days of Substantial Completion.
- Liquidated Damages: $880.61 per calendar day for failure to achieve Substantial Completion.
- Place of Performance: Binghamton Federal Building and U.S. Courthouse, 15 Henry Street, Binghamton, NY 13901.
Key Requirements & Qualifications
- Experience: Offerors must demonstrate a minimum of 8 years of successful experience in comparable projects (size, complexity, and scope).
- Past Performance: Three required past performance projects, each with a minimum award value of $1,500,000. At least one of these projects must be SCIF construction, performed as the General Contractor.
- Key Personnel: The Project Manager and Superintendent must each possess a minimum of 8 years of experience in their respective roles. The company owner is prohibited from serving as the Project Manager.
- Security: All personnel must meet HSPD-12 security requirements and any additional customer agency requirements. Cell phones and transmitting devices are prohibited on the project site. Delivery drivers require specific clearances, and jobsite entry requires escort from the GSA hired Site Security Manager.
- Coordination: The Contractor is responsible for coordinating all building shut-offs and roof penetrations with GSA Building Management and the Security Division Access Control (SDAC). Loud or disruptive work must be performed off-hours at no additional cost.
- Compliance: Offerors must be registered and have an "Active" status in SAM.gov. Prevailing wage rates, as per the Davis-Bacon Act, apply.

- Pre-Proposal Conference: A site visit and pre-proposal conference are scheduled for April 14, 2026, at 9:00 AM Eastern, onsite at the Binghamton Federal Building and U.S. Courthouse.

- Required Documents: Proposals must include a Price Proposal, Technical Proposal, Representations and Certifications, Bid Bond (SF 24), Contractor's Qualification and Financial Information (GSA Form 527), "Experience on Similar Projects" form (Attachment 1), Key Personnel Resumes (Attachment 3), and a PBS Past Performance Questionnaire (Attachment 2).
- Evaluation Factors: Offers will be evaluated based on Total Evaluated Price and the non-price factors of Experience, Past Performance, and Staffing Plan.
- Bid Guarantee: A bid guarantee of 20 percent of the bid price or $3,000,000, whichever is less, is required.
