Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for multiple Indefinite Delivery/Indefinite Quantity (IDIQ) General Construction Contracts to be awarded by the National Institute of Standards and Technology (NIST) at their Gaithersburg, Maryland campus. The IDIQ contracts will support renovation, remodel, modernization, or improvement projects for NIST's Research and Development (R&D) facilities.

• The IDIQ contract will have a total aggregate value up to $9,800,000.00 over a four-year ordering period.

• Individual task orders will range from $2,500 up to $3,500,000.

• Specific tasks may include, but are not limited to:

  • Fire alarm and suppression system installation and modification
  • Electrical equipment and distribution installation and modification
  • HVAC equipment, ductwork, and piping installation and modification
  • Plumbing systems installation and modification
  • Laboratory process gas distribution and storage installation and modification
  • Construction of laboratory cabinets, countertops, fume hoods, and exhaust systems
  • Exterior envelope modifications (masonry, glazing, foundations)
  • Door modifications
  • Interior changes (metal/gypsum board, flooring, ceiling modifications)
  • Site paving, concrete work, and site utilities construction

• Contractors must comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as state and local laws and codes.

• A site-specific Safety Plan is required within 7 days of award.

• All safety-related equipment, including Personal Protective Equipment (PPE), must be provided.

• Safety-related training is required for all affected personnel.

• Health hazard assessments and medical evaluations must be provided.

• Compliance with Homeland Security Presidential Directive (HSPD)-12 is required for physical and logical access.

• Place of Performance: NIST Gaithersburg Campus, 100 Bureau Dr, Gaithersburg, MD 20899.

• Period of Performance: Four (4) years, with a Base Ordering Period of 12 months and three subsequent 12-month Ordering Periods.

• Regular business hours are Monday through Friday, 6:00 AM – 7:00 PM Eastern Standard Time.

• NIST reserves the right to add (on-ramp) or remove (off-ramp) contractors from the IDIQ.

• Task orders may be competed among eligible contractors or awarded directly.

• Government Furnished Property (GFP) information will be detailed in each task order.

• Inspection and acceptance terms are outlined, with NIST reserving the right to perform tests and evaluations.

• Contractor employees require NIST identification badges.

• A roster of staff working under the acquisition must be submitted within 14 days of the contract effective date.

• All contractor employees must obtain background investigations commensurate with their position sensitivity designation.

• This is NOT a design-build contract; requirements will be designed by others.

This contract aims to perform repairs on the exterior façade of Building 202, incorporating recommendations from a previous study and addressing visible damage and reported leaks. The work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties.

• Perform façade restoration for Building 202.

• Complete work associated with Phase 1 (Yellow Brick) and Phase 2 (Red Brick).

• Ensure all entrances/exits, including garage doors, remain operational during construction.

• Provide unit prices for items outlined in Specification 012200 UNIT PRICES.

• The contractor must provide a detailed, site-specific Safety Plan addressing fall protection and safe access. This plan will be reviewed and approved by the contracting officer.

• Safety-related training records must be maintained and made available upon request.

• Health hazard exposure assessments and medical evaluations are required.

• Place of Performance: NIST Gaithersburg Campus, Building 202, 100 Bureau Dr, Gaithersburg, MD 20899.

• Regular Business Hours: Monday - Friday, 6:00 AM – 7:00 PM Eastern Standard Time (excluding Federal holidays and NIST closures).

• Period of Performance: 365 calendar days after Notice to Proceed (NTP).

• Safety: Comply with all applicable OSHA, state, and local safety regulations. Provide safety-related equipment, including minimum PPE (hard hats, safety shoes, safety glasses, respirators, high visibility clothing, gloves). Provide safety-related training.

• Security: Comply with Homeland Security Presidential Directive (HSPD)-12. Obtain background investigations commensurate with position sensitivity designations. Contractor employees require NIST identification badges for campus access.

• Deliverables: Submit Contractor Badge Applications, activity hazard analysis, health and safety plan, informational submittals for temporary facilities, submittal schedule, and key personnel assignments within specified timeframes after task order award or NTP.
