The National Institute of Standards and Technology (NIST), Office of Facilities and Property Management (OFPM), is soliciting qualifications for Architectural and Engineering (A/E) Services for Mechanical, Electrical, & Plumbing (MEP) systems. NIST intends to award up to three (3) Multiple Award Task Order Contracts (MATOCs), which are Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, for services at its Gaithersburg, MD campus and other facilities in Montgomery County, MD. This opportunity is a Total Small Business Set-Aside.
Scope of Work
The contracts will cover multi-disciplined A/E services for both design and construction phases. Projects include repair, replacement, modification, reconfiguration, and upgrades to NIST facilities (laboratories, offices, industrial spaces) and campus utility systems. Incidental architectural work, such as historical assessments, space planning, interior design, civil, structural, and building enclosure work, is also included. Services encompass:
- Design Phase: Surveying, investigations (e.g., hazardous material), studies, reports, basis of design documents, drawings, specifications, cost estimates, construction schedules, evaluation/feasibility studies, life cycle cost analysis, value engineering, and permit application preparation.
- Construction Phase: Material submittal reviews, Request for Information (RFI) and Change Order response, construction schedule analysis, quality assurance, on-site inspections, record drawing preparation, and commissioning support. Typical project values range from $75,000 to $5,000,000.
Contract Details
- Contract Type: Multiple Award Task Order Contract (MATOC) - IDIQ.
- Period of Performance: One (1) base year plus four (4) one-year ordering periods.
- Total Ceiling: Not to exceed $9,800,000 across all MATOC awards.
- Guaranteed Minimum: $5,000.00 per awarded offeror.
- Set-Aside: 100% Total Small Business Set-Aside.
- NAICS Code: 541330 Engineering Services, with a small business size standard of $25,500,000.00.
- Eligibility: Small Business firms must demonstrate capability to perform a minimum of 50% of the work with in-house staff. Joint ventures are not accepted. Firms must be registered/licensed architects or engineers in Maryland.
Submission & Evaluation
This is a two-phase solicitation. Phase One requires submission of qualifications only; pricing is not requested. Firms will be evaluated based on demonstrated competence and qualifications, including:
- Specialized Laboratory Design Experience
- Professional Qualifications (Key Personnel: Project Manager, Senior Mechanical Engineer, Senior Electrical Engineer, Senior Plumbing/Piping Engineer)
- Capacity to Accomplish Work
- Past Performance (using Attachment 3 - PPQ)
- Location of Firm The most highly qualified firms will be invited to Phase Two to submit a fee proposal. Required submissions include SF 330 (Attachment 4) and other documentation as outlined in Attachment 1 (Table of Contents).
