• Subfactor 2: Qualifying Relevant Projects (QRPs): Offerors must demonstrate experience with two QRPs, each with a minimum of six months of continuous contract performance within the last ten years. The QRPs can be either Space Systems or Ground Systems.

  • Space System QRP: Requires experience in system development (vehicle or payload) and integration, operating in specific orbital regimes (LEO, GEO, MEO, HEO), a vehicle mass of at least 100kg, a design life of at least one year, and specific sensing or communication capabilities. Offerors must have served as Prime contractor.
  • Ground System QRP: Requires experience in development, integration, testing, and operational support of ground system software for on-orbit spacecraft or mission operations, including spacecraft Command and Control (C2) capabilities.

• Contract Type: Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ).

• Task Orders: A $10,000 Task Order for a Post Award Kickoff Conference will be awarded to all Qualifying Offerors.

• Evaluation Methodology: A gated technical evaluation approach will be used. Proposals failing Gate 1 (Security Compliance) will not be further evaluated. Artificial Intelligence (AI) may be used to assist human evaluators.

• Discussions: The government intends to award without discussions but reserves the right to hold them if deemed in its best interest.

• Proposal Documentation: Must be complete, accurate, and submitted by the due date specified in Section L (Attachment 6).

• Qualifying Offerors: Contracts will be awarded to all Qualifying Offerors capable of meeting requirements. The government reserves the right not to award any contracts.

• Organizational Conflict of Interest (OCI): Proposed OCI Mitigation Plans must be acceptable to the Government.

• Contractor Responsibility: Award is contingent upon an affirmative determination of responsibility by the PCO.

Statement of Work (SOW) / Performance Work Statement (PWS)

The NITE-STAR (National Space Test and Training Complex Innovative Technology & Engineering - Space Test and Range) Capability Development Multiple Award (MA) Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle supports the U.S. Space Force (USSF) Operational Test and Training Infrastructure (OTTI) and System Delta 81 (SYD 81) mission. This mission provides interconnected, scalable, live/physical and synthetic/digital ranges for full-spectrum test and training to enhance warfighting capabilities in contested space environments.

The contract will support space-based and ground-based capabilities development, enhancement, test, evaluation, and training operations across live, virtual, and constructive (LVC) environments. Key areas include:

• Development, integration, testing, and sustainment of advanced space-based systems (e.g., satellite vehicles, payloads) and ground-based systems (e.g., ground stations, sensors, command and control).
• Development of Hardware-in-the-Loop (HWIL) and Software-in-the-Loop (SWIL) simulations.
• Creation of digital twins for real-time system representation and analysis.
• Integration and leverage of Government Furnished Property/Information (GFP/GFI).
• Sustainment and lifecycle management of space and ground systems.
• Enterprise and range capability enhancements.
• Special studies, technical analyses, and mission-driven assessments.

The IDIQ contract has a five (5) year ordering period with a potential five (5) year optional ordering period. The period of performance for Task Orders (TOs) or Delivery Orders (DOs) can extend beyond the ordering period, but not more than one year beyond the optional ordering period end date.

• Security: Contractors must possess an accredited Secure Compartmented Information Facility (SCIF) for Top Secret//Sensitive Compartmented Information (TS//SCI) work. Compliance with NIST SP 800-37, NIST SP 800-53, and Cybersecurity Maturity Model Certification (CMMC) Level 2 is required. Personnel must maintain appropriate clearances and certifications.
• Guidance and Best Practices: Leverage industry best practices, open standards, digital engineering tools, Model Based Systems Engineering (MBSE), DevSecOps, Modular Open Systems Architectures (MOSA), and cybersecurity approaches.
• Documentation: Comprehensive documentation, including designs, specifications, user manuals, test plans, and operational procedures, will be required based on Contract Data Requirements Lists (CDRLs).
• Associate Contractor Agreements (ACAs): Required for joint participation, outlining information sharing, data, and technical knowledge.
• Government Team: Includes Non-Government Advisors (NGAs) such as FFRDCs, UARCs, and Advisory and Assistance Services (A&AS) contractors. The contractor must cooperate with The Aerospace Corporation for technical support and information exchange.
• Small Business Subcontracting: Requirements will be analyzed for each TO/DO, potentially requiring a Small Business Subcontracting Plan.

• Off-ramped contractors must continue performing active TO/DOs until their completion.
