Scope of Work
The NITE-STAR IDIQ will cover comprehensive capability development, enhancement, test, evaluation, and training operations across live, virtual, and constructive (LVC) environments. Key activities include:
- Development, integration, testing, and sustainment of advanced space-based systems (e.g., satellite vehicles, payloads) and ground-based systems (e.g., ground stations, sensors, command and control).
- Creation of Hardware-in-the-Loop (HWIL) and Software-in-the-Loop (SWIL) simulations and digital twins.
- Integration of Government Furnished Property/Information (GFP/GFI).
- Enterprise and range capability enhancements, special studies, and technical analyses.
Contract Details
- Contract Type: Multiple Award IDIQ.
- Ordering Period: A five-year base period (anticipated July 1, 2026 - June 30, 2031) with one five-year option, extending through June 30, 2036. Task/delivery orders can extend up to one year beyond the option period.
- Total Maximum Value: $981,000,000.00, shared among all awardees.
- Task Order Types: May include Firm-Fixed Price (FFP), Fixed Price Incentive Firm (FPIF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed-Fee (CPFF), Cost Reimbursable (CR), Cost Plus Award Fee (CPAF), and Fixed Price Award Fee (FPAF).
- Initial Task Order: A $10,000 FFP Task Order 01 will be awarded for a Post Award Kickoff Conference in Colorado Springs, CO.
Eligibility & Evaluation
This is an unrestricted MA IDIQ. The NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences, except Nanotechnology and Biotechnology) with a 1,000-employee size standard. Small business participation will be analyzed at the task order level, and large primes may require a Small Business Subcontracting Plan. Offerors providing A&AS, SETA, or FFRDC support to OTTI are precluded.
Proposals will undergo a gated technical evaluation (Pass/Fail) based on:
- Security Compliance: Demonstrating a minimum TOP SECRET Facility Clearance (FCL), a TS/SCI accredited facility, and cybersecurity/Risk Management Framework (RMF) capabilities per NIST SP 800-37/53.
- Qualifying Relevant Projects (QRPs): Submission of two QRPs (minimum six months continuous performance within the last ten years) as a prime contractor: one Space System QRP and one Ground System QRP, meeting specific technical criteria. Additionally, Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) or higher is required for information systems. Offerors must address any Organizational Conflict of Interest (OCI) issues.
