Phase I proposals will be evaluated based on:

• Volume I - Factor I: Past Performance (Prime Contractor and A/E Designer of Record)
• Volume I - Factor II: Technical Approach for Design/Build

Volume II includes Pro Forma Information (Standard Form 1442, Joint Venture Agreements, Evidence of Bonding and Financial Ability, Pre-Award Information) which will be used for pre-award survey and will not be rated.
