To procure an annual service agreement for diagnostic instruments and equipment at the LAVECEN Lab, ensuring critical diagnostic tools for African Swine Fever testing remain operational and prepared for emergency response.

• Provide an annual service agreement for diagnostic equipment.

• Include onsite visits, inspections, and replacement of specific worn or broken parts (with exceptions).

• Offer customer service for issues causing delays or work stoppages.

• Perform two (2) scheduled preventive maintenance and calibration services per year, including necessary kits and reagents.

• Provide four (4) emergency service calls, with labor and travel included Monday-Friday, 8:00 am to 5:00 pm (excluding holidays and weekends).

• Emergency services to be provided within 48 hours, 90% of the time.

• Instruments must be inspected, covered repairs performed, and issues found fixed within 360 days of award for preventative maintenance visits.

• Repair services must be diagnosed and completed, including travel, labor, and covered parts, within 48 hours of notification or identification of malfunction.

• The contract duration is one (1) year for services.

• Services will be performed at the USDA DR Lab. Diagnostico Veterinario in the Dominican Republic.

• Excluded Service: Reagents, consumables, standards, UPS, and computers are not included.

• Service Engineers: Must be highly trained, certified, and possess expertise in rapid repair, preventive maintenance, and acquiring proprietary parts.

• Government Furnished: USDA will provide escorted access to the BSL-2 containment facility and any necessary biosafety training. The facility is closed on federal holidays.

• Security: Technicians must be accompanied by a federal employee escort at all times.

• Data Rights: Contractor must redact any Confidential Business Information (CBI) sent for troubleshooting and cannot share laboratory data without specific approval.

• Quotes will be evaluated based on the following criteria:

  • Technical Approach: Ability to meet schedule requirements and a detailed explanation of any requirements that cannot be accomplished.
  • Price: To be evaluated for fairness and reasonableness.
  • Past Performance: Must be assessed as acceptable or neutral.

• Award will be made to the offeror representing the best value to the Government, prioritizing the highest technically rated offeror, provided price is fair and reasonable and past performance is acceptable or neutral. Tradeoffs will not be conducted.

• Offerors must hold prices firm for 90 calendar days from the date specified for receipt of offers.

• This acquisition is UNRESTRICTED.
