Scope of Work
The requirement encompasses three primary areas:
- Performance Improvement (PI): Support projects using Lean Six Sigma (LSS) and Get Real Get Better (GRGB) methodologies (e.g., DMAIC, DMADV, RIE). This includes analyzing workflows, identifying inefficiencies, developing and implementing improvement strategies, fostering a culture of continuous improvement, and providing training.
- Portfolio/Project Management: Mature and standardize portfolio and project functions, processes, and procedures. This involves establishing a standardized framework, training staff, enhancing project tracking, and ensuring compliance.
- Knowledge Management (KM): Develop solutions to automate administrative processes, improve efficiency, and reduce variation, including creating instructional materials, training users, and managing system structures.
Key Deliverables include Process Analysis Reports, Optimized Workflow Plans, Training Materials and Reports, Continuous Improvement Frameworks, Portfolio Assessment Reports, configuration of management tools, documentation of standardized processes, and various status reports.
Contract Details
- Contract Type: Firm Fixed Price (FFP) Combined Synopsis/Solicitation.
- Period of Performance: A base period from June 1, 2026, to May 31, 2027, with two option periods extending the potential performance to March 1, 2029.
- NAICS Code: 541611 (Management Consulting Services) with a size standard of $24,500,000.00.
- Travel: Anticipated travel not to exceed $25,000 per year for the base and Option Year I, and $18,750 for Option Year II.
Eligibility & Submission
- Set-Aside: This acquisition is set aside for Women-Owned Small Business (WOSB) - Certified.
- Minimum Qualifications: Proficiency in Microsoft Office Suite, PMP certification, Master Black Belt or Black Belt certification, and relevant experience. A Secret Level Clearance is required.
- Submission Method: Proposals must be submitted via email only.
- Evaluation: Quotes will be evaluated in two phases: Phase One (Security Clearance Verification) and Phase Two (Technical Evaluation). The non-price quote is more important than the price quote, with Performance Approach and Past Performance being the primary factors in descending order of importance. A best value trade-off source selection process will be used.
- Past Performance: Bidders must complete and submit the "Attachment 1. PPIF.docx" form, detailing relevant past performance, including contract details, customer information, dollar amounts, personnel, period of performance, and any issues or corrective actions.
