Procurement and Installation of AMSCO® 250LS Small Steam Sterilizers and Electric Pure Steam Generator

This solicitation seeks proposals for the furnishing and installation of two (2) AMSCO® 250LS Small Steam Sterilizers (20” x 20” x 38” chamber size) or equal/similar, and one (1) Carbon Steel Electric Pure Steam Generator. All work must be performed in accordance with the Statement of Work (SOW).

• Furnish and install two (2) AMSCO® 250LS (or equal/similar) Small Steam Sterilizers.

• Furnish and install one (1) Carbon Steel Electric Pure Steam Generator.

• All work must comply with the Statement of Work (SOW).

• Technical requirements specify "brand name or equal" for the sterilizers and steam generator. Offerors providing "or equal" items must submit descriptive literature demonstrating compliance with salient characteristics.

• Anticipated contract type: Firm-Fixed Price.

• The government intends to make one award.

• Evaluation Criteria: Lowest price technically acceptable.

  • Price: Must be fair and reasonable. Pricing for all line items is required.
  • Technical Acceptability: Quoted products must meet or exceed all salient characteristics of the brand name product, be clearly identified (brand, make, model), include sufficient descriptive literature, and be available for delivery within the specified timeframe.
  • Past Performance: Will be evaluated as Acceptable, Neutral, or Unacceptable.

• Quotation Submission Deadline: Friday, May 29, 2026, not later than 3:00 p.m. Central Time, via email to monte.jordan@usda.gov. Include Solicitation Number 1232SA26Q0591 in the subject line.

• Questions Deadline: May 26, 2026, at 12:00 PM Central Time, via email to monte.jordan@usda.gov.

• Offer Acceptance Period: 60 calendar days from the receipt of offers.

• Not specified as a small business set-aside, but various small business provisions are incorporated by reference.

• Protest Procedures: Detailed agency protest procedures are outlined, including Tier 1 (Contracting Officer Resolution) and Tier 2 (Agency Protest).

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install two (2) AMSCO® 250LS (or equal/similar) Small Steam Sterilizers and one (1) Electric Pure Steam Generator at the USDA, ARS, Plains Area (PA), Edward T. Schafer Agricultural Research Center, Northern Crop Science Laboratory (NCSL) Greenhouse Complex in Fargo, ND.

• Furnish two (2) AMSCO® 250LS (or equal/similar) Small Steam Sterilizers with specific salient characteristics:

  • BSL2 compliant
  • Chamber size: 20” x 20” x 38” (508 x 508 x 965 mm)
  • Includes loading rack, two shelves, and loading cart/transfer carriage
  • Features auto utility start/shutdown, standby mode, and new green mode

• Furnish one (1) Electric Pure Steam Generator with specific salient characteristics:

  • Compatible with the specified sterilizers
  • Carbon Steel construction
  • 3-stage impurity separation process
  • Continuous hot water circulation design

• Installation of the two sterilizers and one steam generator.

  • One sterilizer and generator to be installed in Range J.
  • One sterilizer to be installed outside Range B.
  • Tasks include uncrating, inspection, assembly, moving equipment to location, utility connections (air, steam, water, drain within 6ft), and electrical connections.
  • Contractor is responsible for removing and disposing of all packaging material.

• Location: USDA, ARS, NCSL Greenhouse Complex, Fargo, ND 58102.

• Existing derelict sterilizers will be removed by USDA Facilities Department prior to installation.

• Contractor must provide cutsheets with dimensions for mechanical equipment.

• A work schedule must be provided within 60 days of award.

• USDA must be notified in advance for equipment startup and will be present to witness operation.

• A final walkthrough with USDA personnel is required to address deficiencies.

• Operation and Maintenance (O&M) manuals must be provided in hard copy and digital (PDF) formats.

• A minimum one-year parts and labor warranty or manufacturer’s warranty (whichever is greater) is required.

• All work must comply with State and Federal building codes.

• Contractor's key personnel must have experience in steam piping and controls; the lead man must hold a Journeyman’s License.

• All personnel require a U.S. photo ID.

• Electronic submittals and manuals must be in Adobe file format (Section 508 compliant).

• Items will be inspected before payment.

This document is Attachment 3, a Price Schedule of Line Items for Solicitation Number 1232SA26Q0591. It serves as a template for bidders to provide pricing for the required goods and services.

• Requirement: Furnish and install two (2) AMSCO® 250LS Small Steam Sterilizers (or equal/similar) and one (1) 208V Carbon Steel Electric Pure Steam Generator, as detailed in the attached Statement of Work (SOW).
• Period of Performance (POP): June 3, 2026 - August 18, 2026.
• Contracting Office: USDA, ARS, Contracting Operations Branch/Acquisition and Property Division.
• Quotation Due Date: No later than 03:00 pm CDT on May 29, 2026.
• Line Item Numbers (CLINs): Detail the CLINs for furnishing and installation of the sterilizers and steam generator.

Bidders must use this price schedule to accurately quote the cost of the specified sterilizers and steam generators, including installation, according to the requirements outlined in the SOW. The submission deadline and the requirement to hold prices firm for 60 days are critical for proposal preparation. Bidders must also complete all offeror information and acknowledge any amendments.
