Scope of Work
NIST requires one (1) humanoid robot with specific physical and functional capabilities, along with open-access or licensed software/API for its direction and control. The robot will be used to develop and validate test methods and metrics. The scope includes FOB Destination delivery, installation, a minimum one-year warranty, and training for NIST personnel.
Minimum Requirements
The humanoid robot must feature:
- Structure: Two arms, two hands, two legs, torso, and a head.
- Size: Approximately 1.5 meters tall with arm length at least 0.75 meters.
- Power: At least one hour of continuous battery power, with support for tethered power and battery swapping.
- Sensing: Minimum of one vision sensor, one lidar sensor, one central IMU, wrist and ankle force-torque sensors, and joint/actuator sensors.
- Communication & Control: Internal communication rate of at least 1000Hz and a controller rate of at least 100Hz, capable of combined manipulation and mobility with safety guarantees.
- Capabilities: Self-balance, forward walking up to 0.33 m/s (including turning and backward movement), navigation of partially blocked terrain, walking up/down stairs, dynamic interaction, and manipulation (grasping/carrying objects >= 5 kg at 0.5m distance). Hands must have at least 3 DOF and be capable of grasping small objects (~2cm³) and holding loads up to arm lifting capacity. The accompanying software/API must allow custom behavior scripting, support manufacturer-created controllers, enable sensor calibration and data management, and integrate with external sensing systems.
Contract Details
This will result in a firm-fixed-price purchase order. Deliverables (robot & accessories, software/API) are expected within 6 months from the award date. Payment will be 100% after installation, acceptance, successful testing, and demonstration of performance, invoiced in arrears with Net 30-day terms. The place of performance and acceptance is Gaithersburg, MD.
Set-Aside & Eligibility
This acquisition is a 100% small business set-aside. The applicable NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. Offerors must have an ACTIVE registration in SAM.gov to be eligible for award.
Submission Requirements
Offerors must submit:
- A technical quotation including product literature, manufacturer, make, and model, demonstrating how the proposed equipment meets all minimum requirements. No prototypes, demonstration models, used, or refurbished instruments will be considered.
- Up to three examples of relevant past performance within the last 3-5 years, detailing contract number, client, total value, period of performance, role, and a narrative description.
Evaluation Criteria
Award will be made to the offeror whose quotation offers the best value to the Government, based on the following factors in descending order of importance:
- Technical Capability: Evaluation will focus on meeting or exceeding all minimum requirements.
- Past Performance: Assessed for relevance, quality, timeliness, cost management, communication, and customer satisfaction.
- Price: Evaluated for reasonableness. Non-price factors (Technical Capability and Past Performance) are considered more important than price. Quotations deemed technically unacceptable will not be evaluated further.
