Purpose & Scope
This notice aims to identify qualified sources capable of providing advanced instruction, coaching, performance analysis, and competition support to improve the Wings of Blue Competition Formation Skydiving Teams' performance, technical proficiency, competitive scoring, and national championship competitiveness. The scope of services includes:
- Developing and maintaining an annual formation skydiving training plan.
- Providing real-time freefall and advanced wind tunnel coaching.
- Conducting post-jump video debriefs and performance analysis.

Minimum Contractor Qualifications
Respondents must demonstrate:
- Minimum 10 years of competitive formation skydiving experience.
- Minimum 5,000 competition jumps.
- Demonstrated experience coaching advanced Formation Skydiving (FS) teams.
- Experience competing at national/international championship-level events.
- Demonstrated experience conducting video-based performance debriefs.
- Comprehensive knowledge of USPA and FAI competition rules.
