Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Army's Aberdeen Test Center (ATC) is soliciting proposals for a Profilometer Terrain Measurement System. This system will be a highly mobile off-road test course and terrain measurement solution, comprising a rugged prime mover, micro-terrain measurement (scanning) instrumentation, an Inertial Navigation System (INS), and an end-to-end software package. The purpose is to support DoD, non-DoD, and commercial material developers by testing a broad spectrum of equipment throughout its lifecycle. This is a Total Small Business Set-Aside with proposals due by April 20, 2026, at 10:00 AM Local Time.
Scope of Work
The Profilometer system will determine the position and orientation of scanning hardware as the prime mover traverses terrain, correlating scan data to an earth-referenced coordinate system. It must include a high-grade Inertial Measurement Unit (IMU) and differential Global Positioning System (GPS). The software package is critical for sensor initiation, configuration, data collection, merging, reduction, analysis, and reporting, with outputs readable by programs like MATLAB or Python. The system must operate in all daytime weather conditions, including dust and heavy mud, and be capable of traversing test courses with very soft soils. Key requirements include a minimum 12-foot scan width (variable up to 20 feet) and the ability to compensate for compressible soil.
Contract Details
- Contract Type: Firm Fixed Price (FFP) for the system (CLIN 0001) and Contract Data Requirements List (CDRLs) (CLIN 0002).
- Period of Performance: Delivery required within 365 Calendar Days from the date of award.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS Code: 334519 (Electrical And Electronic Properties Measuring And Testing Instruments) with a size standard of 1250 employees.
- Place of Performance: Aberdeen Proving Ground, MD.
Submission & Evaluation
Proposals must be submitted electronically via email by April 20, 2026, 10:00 AM Local Time. Award will be made on a best value trade-off basis, considering Technical, Past Performance, and Price. Technical is significantly more important than Price, which is equally important to Past Performance. An "Acceptable" rating is required for both Technical and Past Performance. Proposals should be organized into four volumes: Technical, Past Performance, Cost/Price, and Solicitation/Award Documents. Offerors must be registered in SAM.gov.
Key Documents & Clarifications
- Performance Work Statement (PWS): Details system objectives, scope, performance standards, and special requirements like a 12-month warranty and 12-month delivery post-award.
- Pricing Sheets: Require detailed pricing for the overall system, threshold requirements, and the difference between threshold and objective requirements for specific REQs.
- Past Performance Questionnaire: Offerors must provide this to references for evaluation.
- CDRLs: Specify data deliverables for Design Review, Initial System Test, Final System Test, Training, and Delivery Schedule.
- Q&A (Questions and Answers 2.pdf): Clarifies sensor requirements, scan width (12-20 ft), the need for comprehensive course analysis, and operating conditions (daytime, all weather including dust/mud). It also highlights current system limitations in analysis and reliability.
