Purpose & Scope

Requested Information

Respondents must provide:

  • Technical Requirements: Describe solutions, recommendations, and experience as a prime contractor supporting a weapon system as a full-service systems integrator, based on the provided Program Information and Statement of Need (Attachment 2), and respond to Technical Questions (Attachment 3).
  • Program/Contract Management Requirements: Address recent past performance, DCAA audit status, CAS experience, "nontraditional defense contractor" status, recommended contract types/structures, questions for a future RFP, outcome-based approaches, potential Other Transaction Agreement (OTA) structures, effective award avenues, and recommended contract performance objectives.

Submission Requirements

  • Format: White paper in Adobe PDF, 12-point font, limited to 30 pages (including figures/tables).
  • Submission Method: Email to rachel.sullivan.3@us.af.mil and tracey.toombs@us.af.mil, or via DoD Secure Access File Exchange (SAFE) to the same addresses.
  • Accessing Restricted Attachments: Complete and submit the "Documentation Request and Disclaimer Form" (Attachment 1) to the specified email addresses. Access requires a Joint Certification Program (JCP) Certificate.
  • Proprietary Information: Identify proprietary information clearly; it will be safeguarded. Submissions imply consent for review by U.S. Government, Federally Funded Research and Development Center (FFRDC), and Advisory & Assistance Services (A&AS) personnel unless explicitly objected to in writing.

  • Set-Aside: This RFI is not a small business set-aside and is open to large businesses.
