Quick Summary
The Department of the Air Force, Kessel Run Division, is conducting a Request for Information (RFI) for the Next-Generation Air Operations Center (AOC) Weapon System. This market research seeks cutting-edge technologies and innovative approaches for modernizing the AOC, which is critical for Joint Force Air Component Commander operations. Responses were originally due March 20, 2026, but recent Q&A updates indicate ongoing vendor engagement throughout the pre-solicitation phase.
Purpose & Scope
This RFI is for information and planning purposes only, not a Request for Proposal. The Air Operations Center Program Office aims to identify industry capabilities to serve as a full-service systems integrator for the AOC Weapon System modernization. The AOC is the senior command and control element for planning, executing, and assessing air, space, and cyberspace operations.
Requested Information
Respondents must provide:
- Company Information: Name, address, point of contact, CAGE Code, facility clearance level, business size (including socio-economic status) under NAICS 541511 or 541512 ($34M size standard).
- Technical Requirements: Describe solutions, recommendations, and experience as a prime contractor supporting a weapon system as a full-service systems integrator, based on the provided Program Information and Statement of Need (Attachment 2), and respond to Technical Questions (Attachment 3).
- Program/Contract Management Requirements: Address recent past performance, DCAA audit status, CAS experience, "nontraditional defense contractor" status, recommended contract types/structures, questions for a future RFP, outcome-based approaches, potential Other Transaction Agreement (OTA) structures, effective award avenues, and recommended contract performance objectives.
Submission Requirements
- Format: White paper in Adobe PDF, 12-point font, limited to 30 pages (including figures/tables).
- Submission Method: Email to
rachel.sullivan.3@us.af.milandtracey.toombs@us.af.mil, or via DoD Secure Access File Exchange (SAFE) to the same addresses. - Accessing Restricted Attachments: Complete and submit the "Documentation Request and Disclaimer Form" (Attachment 1) to the specified email addresses. Access requires a Joint Certification Program (JCP) Certificate.
- Proprietary Information: Identify proprietary information clearly; it will be safeguarded. Submissions imply consent for review by U.S. Government, Federally Funded Research and Development Center (FFRDC), and Advisory & Assistance Services (A&AS) personnel unless explicitly objected to in writing.
Key Clarifications (from Q&As)
- Set-Aside: This RFI is not a small business set-aside and is open to large businesses.
- AI Platforms: Use of CMMC Level 2 compliant AI platforms that do not retain prompts or use uploaded data for model training is permissible, provided CMMC and CUI safeguarding requirements are met.
- JCP Certification: Not having JCP certification does not preclude responding to publicly available RFI portions.
- Acquisition Strategy: The Government is considering various strategies, including potential OTA prototypes for AI components. A Commercial Solutions Opening is not anticipated for non-commercial systems integration.
- Bidder's Library: A bidder's library, including weapon system components and interfaces, will be provided with the draft and final solicitation to cleared, prospective offerors.
- Facility Clearance: Anticipated facility clearance level is Top Secret.
- Performance Locations: Development may occur in government or contractor facilities, with on-site contractor support required at select AOC locations.
Important Notes
This is solely for market research; it does not constitute an RFP or promise a future contract. The Government will not pay for RFI responses. Do not submit classified information.
