  1. Federal EHR product modernization and deployment: Implementation at established, high-capacity treatment facilities (OCONUS medical centers, community hospitals, outpatient clinics).
  2. OpMed products' modernization and deployment: Mobile and interoperable solutions for deployed and tactical environments (theater hospitals, hospital ships, submarines).

Contract Details

  • Type: Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract. The government intends to award to all qualifying offerors.
  • Period of Performance: One (1) Base Year and four (4) 12-month option years.
  • Set-Aside: None specified for the IDIQ. Small Business Participation is an evaluation factor, with specific goals (Total SB - 30%, SB - 12%, HUBZone - 3%, SDVOSB - 5%, SDB - 5%, WOSB - 5%). No small business set-asides are anticipated at the task order level.

  • Proprietary Information: May be submitted; respondents are responsible for marking it. Permission must be granted for support contractors (Boston Consulting Group, Swing Tide, Andrew Morgan Consulting, LLC, Greenlight Analytic, LLC, Monterey Consultants, INC) to view proprietary data.
  • Organizational Conflict of Interest (OCI): An OCI Declaration and Disclosure Statement (Attachment 16) is required. The government is revising Attachment 16 for clarity. OCI declarations are not required for draft RFP feedback.

Key Clarifications from Q&A (March 24, 2026)

  • Facility Clearance (FCL) & CMMC: FCL not required for IDIQ PWS, but task orders may specify. CMMC Level 2 anticipated for task orders.
  • AI Tools: Will be used solely as an administrative aid; all evaluation judgments by Government personnel. Proposal data will not train AI models.
  • Hardware Procurement: Government will provide and image hardware for Challenge Scenarios 1a and 1b. Other task orders will define responsibilities.
  • Training: Existing curriculum available; offerors may tailor/develop. Training environments specified at task order level.
  • Bidscale Portal: Proposals for the formal solicitation must be submitted via Bidscale. Offerors should request an account at least 72 hours before the deadline.
