Scope of Work

This market survey seeks feedback from the construction community regarding the potential use of PLAs for future large-scale construction projects. These projects, primarily design/bid/build or design/build, are anticipated to have a general period of performance of 18-48 months. The Government is interested in projects under NAICS Codes 236210 (Industrial Building Construction), 236220 (Commercial and Institutional Building Construction), 237990 (Other Heavy and Civil Engineering Construction), and/or 2371 (Utility System Construction).

A PLA is defined as a pre-hire collective bargaining agreement establishing terms and conditions of employment for a specific construction project. Executive Order (E.O.) 14063 requires agencies to use PLAs for large-scale construction projects unless specific exceptions apply (e.g., not achieving economy/efficiency, substantially reducing competition, or inconsistency with other regulations).

Responses will inform decisions for projects listed in Attachment 1 and other similar projects in the same geographical areas for 18 months.
