This solicitation is a Request for Proposal (RFP) for a competitive acquisition to establish an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for various minor construction requirements. The contract will support the U.S. Army Garrison Italy (USAG-I) Directorate of Public Works (DPW) primarily in Vicenza, with additional work in Livorno and Aviano, Italy.

• The contract will be a Job Order Contract (JOC) for minor construction requirements.

• Task Orders will be issued via Task Order Proposal Requests (TOPRs).

• The JOC Unit Price Book Europe 2025 is to be used for pricing and execution of work.

• Offerors must submit proposed coefficients for the contract, which will be applied to the unit prices in the Unit Price Book Europe.

• Contract Type: Firm Fixed Price (FFP) Task Orders.

• Ordering Period: Base ordering period of five (5) years, with a possible one six-month extension.

• Total Value: The total value of all orders awarded shall not exceed $40 Million.

• Minimum Guarantee: A task order for $3,000 will be issued concurrently with the award.

• Minimum Task Order Value: $5,000.

• Maximum Task Order Value: $2,000,000.00 (smaller/larger may be considered at CO discretion).

• Period of Performance: From 15 May 2026 to 14 May 2031.

• Proposals are due by 03:00 PM local time on 20 April 2026.

• Proposals must be submitted electronically via email to specified POCs.

• Proposals consist of four volumes: Corporate Experience, Management Approach, Past Performance, and Price (Coefficients).

• Evaluation will be based on a best value tradeoff process, considering "Price" and "Non-Price/Technical" evaluation factors.

• Evaluation Factors (in order of importance): Corporate Experience (equal to Management Approach), Past Performance, and Price (Coefficients).

• Offerors must possess specific Societa Organismi D'Attestazione (S.O.A.) certifications.

• Offerors must be registered in the System for Award Management (SAM).

• This is a competitive acquisition.

• Offers from Prime Contractors or Joint Ventures (JV) will be accepted. Offers from Associazione Temporanea d'Imprese (ATI) or Offers using a contract of availment will not be accepted.

• A Pre-Proposal Conference is scheduled for 26 March 2026.

• Questions regarding the solicitation are due no later than 01 April 2026.

• Offerors are advised that the Government reserves the right to award based on initial proposals without discussion.

Amendment / Modification

This amendment (0001) to Solicitation W912PF26RA002 modifies the original solicitation as follows:

• Update to FAR Part 12: Provisions and clauses have been updated to reflect the FAR overhaul change from construction to commercial items under FAR Part 12.

• Pre-Proposal Conference: Section L.1.6 regarding the Pre-Proposal Conference has been updated.

• Questions and Answers (Q&A): Section L.1.7 regarding Questions and Answers has been updated.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for a Job Order Contract (JOC) to provide minor construction maintenance, alteration, and repair of real property and utilities for U.S. Government facilities primarily in Vicenza, Italy, with additional work in Livorno. The contract is an indefinite delivery, indefinite quantity (IDIQ) Single Award Task Order Contract (SATOC).

The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary for repair, maintenance, demolition, and minor construction projects. This includes Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair, civil works operations and maintenance, and small renovations.
