Eligibility & Submission
This is a competitive acquisition. Offerors must be registered in the System for Award Management (SAM) and possess specific Italian Societa Organismi D'Attestazione (S.O.A.) certifications (OG1, OG3, OG6, OG11, OG12), or demonstrate compliance through a qualified subcontractor for minor categories. Compliance with Italian Anti-Mafia Law 646 is also required. Joint Ventures (JVs) are accepted, but consortiums are not. Proposals must be submitted electronically via email in four volumes: Corporate Experience, Management Approach, Past Performance, and Price (Coefficients). The Government may use AI/NLP tools for initial review.
