Opportunity Overview

Research focusing solely on evolutionary improvements, new chemistries without addressing rigid materials, or individual components without system-level consideration is excluded.
Program Structure & Requirements
The program is structured into three phases over 48 months: Phase 1 (24 months) for Power Source Design and Validation, Phase 2 (12 months) for Integration, and Phase 3 (12 months) for Application. An optional 3-month Phase 0 may be required for security preparation. Key technical requirements include:
- Developing energy storage systems using a mechanical and chemical co-design approach to overcome rigidity.
- Achieving reduced packaging fraction, with packaging materials acting as hermetic interfaces.
- Enabling free-form design capabilities for various form factors.
- Ensuring domestic sourcing pathways for all materials and manufacturing.
- Maintaining or surpassing current safety, thermal resilience, and operational performance standards.
- Compliance with NIST SP 800-171 Rev. 2 (SPRS score 88+) for handling Controlled Unclassified Information (CUI) is a critical prerequisite for award.
- Limiting Oxygen Index (LOI) testing with a minimum of >26% for safety.
Contract Details
This is a Solicitation for Other Transaction (OT) for Prototype Agreements under 10 U.S.C. § 4022. Multiple awards are anticipated. The solicitation is not set aside for specific organizations, but encourages participation from Historically Black Colleges and Universities, Small Businesses, and Minority Institutions. Non-U.S. organizations are ineligible to participate.
Submission & Evaluation
Proposers were required to submit an abstract as an initial screening step. Full proposals are by invitation only and must include Volume I (Technical and Management Proposal) and Volume II (Price Proposal). Mandatory oral presentations (30 minutes + 45 minutes Q&A) are part of the evaluation. Numerous attachments provide detailed instructions and templates for abstract, technical, and pricing submissions, including specific cost spreadsheets (Attachments F, M) and a Task Description Document (Attachment H). Abstracts were evaluated on technical concept and potential to achieve program goals. Full proposals will be evaluated on Overall Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Budget and Price.
