This amendment addresses vendor questions and modifies the solicitation SP3300-26-Q-0057. Key changes include:

  • Existing tanks are to be used; the incoming contractor is not required to provide new tanks.
  • Propane is used to refill forklift equipment propane bottles.
  • Delivery schedule is requested for every Tuesday & Thursday.
  • Standard propane delivery equipment is needed.
  • Tanks are above ground, functional, up-to-date, have gauges, and no known issues with appliances.
  • Tank fill-ups typically last 30 minutes.
  • No obstacles for large delivery trucks; tanks are easily accessible.
  • A plan to clear paths to tanks in snow is in place if the depot remains open.
  • Automatic delivery is preferred.

• Section 8, Paragraph 1 Revision: The clause regarding marking contract numbers on shipments has been revised. The requirement for the order number on the exterior of the shipment is removed, but the contract or purchase order number must still appear on all paperwork. Failure to comply will delay payment.

• Section Two: Schedule of Supplies and Services (addition of Estimated Quantities clause)

The hour and date for receipt of offers are NOT extended. Offerors must acknowledge receipt of this amendment.

This amendment revises the closing dates for questions and quotes for solicitation SP3300-26-Q-0057.

• The closing date and time for questions has been changed from March 24, 2026, 12:00 PM EST to March 9, 2026, 12:00 PM EST.

• The closing date and time for quotes has been changed from March 9, 2026, 12:00 PM EST to March 24, 2026, 12:00 PM EST.

• Section One: Notice to Quoters, paragraphs 3 and 4.

• The deadline for submitting questions is now earlier (March 9, 2026).

• The deadline for submitting quotes is now later (March 24, 2026).

• Offerors must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer. If an offer already submitted needs to be changed, it must be done via telegram or letter referencing the solicitation and amendment number, and received prior to the new opening hour and date.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for the delivery of propane gas to DLA Distribution Red River, Texas. This announcement is the sole solicitation; no separate written solicitation will be issued. The acquisition is a 100% small business set-aside.

• Delivery of propane gas.

• Specific delivery destinations: DLA Distribution Red River, Buildings 499, 552, 595 and 2433, Texarkana, TX 75507-5000.

• Proof of Delivery requirements include: Contract Number, Delivery/Task Order Number, CLIN/Material Number, Specific Quantity Shipped, and Printed Name/Written Signature of a Government Employee.

• Packaging: No special requirements.

• Inspection/Acceptance: As detailed in Section 5.

• Contract Type: Single Firm Fixed Price purchase order.

• Periods of Performance: Base Period (12 Months), Option Period One (12 Months), Option Period Two (12 Months), Option Period Three (12 Months). Total contract duration not to exceed four (4) years with options.

• Facsimile and hard copy submissions will not be accepted.

• Quotes must be received by 12:00 PM EST on March 9, 2026.

• Questions deadline: 12:00 PM EST on March 24, 2026.

• Quoters must hold prices firm for 60 calendar days from the receipt date.

• Quotes must be submitted in three separate files: Technical Capability, Past Performance, and Pricing & Administrative.

• Evaluation Factors: Technical Capability and Past Performance (rated acceptable/unacceptable), followed by the lowest price among technically acceptable quotes.

• 100% small business set-aside.

• Nonmanufacturer rule class waiver applies.

• Prospective awardees must be registered in SAM.gov.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and deliver propane gas for material handling equipment (MHE) at DLA Distribution Red River in Texarkana, Texas (DDRT).

• Contractor shall provide all labor, equipment, material, supervision, and transportation for propane gas delivery.

• Services include refilling four (4) 500-gallon vendor-owned tanks.

• Deliveries are required on a weekly basis to ensure an ample supply for MHE operations.

• Propane is for MHE used to accomplish core mission functions at DDRT.

• Deliveries to be made weekly to maintain ample supply.

• Signed delivery documentation must be issued to the Point of Contact (POC) by 3:30 pm each Thursday for voucher submittals on Friday.

• Work hours: Monday through Friday, 07:00 am to 3:30 pm.

• Location: DLA Distribution Red River, Texarkana, Texas.

• Submittals: Contractor shall generate a weekly invoice detailing labor hours, labor costs, total propane costs, and include copies of order documents (Date, Gallons, Cost per Gallon, Total Cost, Contractor Signature).

• Security Requirements:

  • Contractor employees require pre-arrival submission of personal information (city, state, purpose of visit) to the contract administrator within five days prior to contract start.
  • Employees must present personal picture identification for badge/installation pass.
  • Contractor vehicles require state registration and insurance, and must be registered with RRAD site Security for vehicle decals/passes prior to contract start.
  • A letter listing employees and vehicles must be provided to the government POC for site security.
  • Compliance with installation Commander's security requirements is mandatory.
  • Lost badges incur a $50 fee.
  • Misplaced passes may result in denied entry until identification is confirmed.
