Statement of Work (SOW) / Performance Work Statement (PWS)

This specification outlines the requirements for the procurement, installation, and performance of four (4) tent structures designed to provide covered storage for Navy propeller assets at Barstow, CA.

• Procurement and installation of four (4) tent structures.

• Tents must provide protection for Navy propeller assets from harsh weather conditions.

• Tents must be designed to prevent water and sand collection on the exterior.

• Weather Performance: Must withstand 100 mph winds for three (3) seconds without damage. Securely anchored using a ratchet strap system.

• Durability: Minimum 10-year life cycle before refurbishment or cover replacement is needed. Structural components and framing must resist corrosion and require minimal maintenance.

• Cover Material: Heavy-duty, white translucent, 28 oz/sq yd PVC coated polyester fabric, flame retardant, resistant to dry rot, fungus, and mildew. Must be patchable.

• Tent Entrance: Minimum 5' height, easy to open/close, with a minimum 10-year lifespan for closing mechanisms.

• Lifting Capability: Designed for single crane lift via peak lifting points; no specialized tools required for lifting and placement. Includes a crane-lifting package with sling points and eyebolts.

• Hardware: Must use locking mechanisms (e.g., lock washers, nylon-insert lock nuts) to prevent loosening.

• Anchoring: Direct anchor to propeller asset using a contractor-provided ratchet strap system (single employee, <30 mins to install/uninstall). Minimum of three (3) ratchet straps per tent.

• Tent Marking: Waterproof pouch or Velcro patch (min. 8"x4") for identification label.

• Location: Barstow, CA.

• Installation Timeline: Within 90 days following contract award.

• Tent Type: Raised-dome structure to accommodate cylindrical propeller assets with blades.
