Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Protective Coating Maintenance (PCM) services at Sheppard AFB, Texas, and potentially other designated facilities.

• General Services: Provide all necessary management, labor, materials, equipment, and permits for protective coating maintenance, including painting of interior and exterior surfaces, pavement markings, floor refinishing, and signage programs.

• Experience Requirement: Contractor must have a minimum of 3 years of experience in similar work.

• Location: Services primarily at Sheppard AFB, Wichita County, Texas, with potential work at Lake Texoma Recreational Annex (Grayson County, Texas) and Frederick Auxiliary Airfield (Tillman County, Oklahoma). Vehicular mileage for these locations will be paid under CLIN X0013.

• Work Orders: Normal job orders are to be started within 7 business days and completed within 30 calendar days unless otherwise agreed. Priority Job Orders must be started within 24 hours.

• Painting: Includes surface preparation, priming (if required), and finish painting for interior and exterior surfaces, including windows and doors. Specific Federal Standard 595b colors are referenced, with COR approval for new colors.

• Specialized Areas: Includes painting in controlled entry facilities, exterior surfaces (signs, curbs, railings, HVAC equipment, fuel tanks, etc.), windows, doors, and fire hydrants.

• Materials: Paints must be in sealed containers with manufacturer's directions. Storage must be coordinated and on contractor-provided spill pallets.

• Surface Preparation: Detailed requirements for preparing various surfaces (wood, plaster, metal, concrete, gypsum board, etc.) including cleaning, removal of old coatings, patching, and sanding.

• Application: Specific methods for interior (brush/roller) and exterior (airless spray, brush, roller, conventional spray) painting are outlined. Minimum coating requirements are specified based on surface condition.

• Pavement Markings: Includes preparation and application of traffic marking paint, reflective media, and preformed tape for roads, streets, parking lots, and airfield markings.

• Sign Program: Painting, resurfacing, procuring, storing, ordering, and issuing signs, including lettering and graphics.

• Caulking and Sealants: Requirements for surface preparation and application of caulking and sealants.

• Work must be performed in accordance with contract documents, industry standards, and manufacturer's recommendations.

• Surfaces must be prepared to ensure proper adhesion and a smooth, uniform finish.

• Hiding of paint must be complete.

• Dry film thickness must meet manufacturer's recommendations.

• Pavement markings must be uniform in length and width with clean cut-offs.

• Primarily Sheppard AFB, Texas.

• Potential work at Lake Texoma Recreational Annex and Frederick Auxiliary Airfield.

• Contractor must have a minimum of 3 years of experience.

• Compliance with environmental laws and regulations, including hazardous materials management and spill response.

• Adherence to security requirements, including access to Sheppard AFB.

• Contractor must provide a Contract Manager and Quality Control Contract Manager.

• All vehicles must be registered, licensed, insured, and operated in accordance with regulations.

• Contractor must comply with all safety regulations, including OSHA.

• Environmental Management System (EMS) training is required for supervisory personnel.

• Hazardous materials must be authorized and tracked.

• No hazardous materials are to be left on base or disposed of in base dumpsters.

• Contractor must avoid the take of non-game birds and migratory birds.

• Contractor must protect plants and maintain storage areas.

• Compliance with storm water permits and controls.

• Contractor must comply with base fire regulations.

• Performance during crisis declared by the National Command Authority is limited and considered non-essential.
