Scope of Work

The contractor will serve as a Musician, Choir Director, and Organist for Liturgical (General) Protestant worship services, special/seasonal services (e.g., Ash Wednesday, Good Friday, Christmas Eve, Maundy Thursday, Easter Sunrise), and funeral/memorial services. Key responsibilities include providing instrumentation for all music, coordinating selections with the Pastor, developing and enhancing the chapel's music ministry, integrating with volunteer musicians, and planning instrumental music. The contractor will provide all instruments except for the chapel organs and piano. Recommendations for organ and piano maintenance are also expected.

Key Requirements

Contractor personnel must possess at least five years of current organist experience, vocal skills, keyboard proficiency, sight-reading ability, American Guild of Organists (AGO) certification (basic level), formal organ training, and proficiency in music harmonization. A satisfactory substitute must be provided if the contractor is unable to perform services. All contractor personnel must complete a background check and register in the Defense Biometric Identification System (DBIDS) prior to accessing MCB Quantico. The Service Contract Act (SCA) applies, with the applicable Wage Determination being SCA WD 20154281 (Rev. 29) for Prince William County, VA, for the "Musician" (Occupation Code 31090) labor category.

Contract Details

  • Contract Type: Firm Fixed Price.
  • Period of Performance: One base year and four (4) twelve-month option periods. The period of performance begins September 28, 2026, or the date of award.
  • Place of Performance: Marine Memorial Chapel, Marine Corps Base (MCB), Quantico, VA, and other designated locations aboard MCB Quantico.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • Product Service Code: G002 (Chaplain Services).

Historical data suggests two to three Funeral/Memorial services for active-duty members and their dependents annually, with Protestant musicians having first refusal for retiree services. Special/Seasonal services include Christmas Eve, Maundy Thursday, Good Friday, and Easter Sunrise. Keyboards, guitars (acoustic and electric), and drums are available in the Chaplain's Office.
