Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Protestant Director of Religious Education (DRE) to direct, advise, and coordinate Religious Education (RE) for the Geilenkirchen (GK) Protestant Community.

• Directs, advises, and coordinates Protestant RE for the Geilenkirchen community.

• Assists the Protestant Chaplain in administering the chapel office and facilitating parish/chapel processes.

• Coordinates the entire Protestant religious education program.

• Provides RE for various age groups including nursery, preschool, children, and youth.

• Plans and implements special projects such as Advent/Christmas and Easter Programs, and Vacation Bible School.

• Coordinates fellowship meals for RE activities.

• Prepares annual fiscal year RE budget and calendar of activities.

• Manages supply, equipment, and curriculum orders.

• Monitors expenditures and maintains financial tracking.

• Recruits, trains, and equips volunteer teachers and aides.

• Coordinates background investigations for volunteers.

• Maintains attendance records and community rosters.

• Advertises RE events and programs.

• Safeguards government/chapel equipment and supplies.

• Performance thresholds are detailed in Section 4.1, Services Summary, with a general requirement of 95% compliance for most objectives (e.g., coordinating programs, recruiting/training volunteers, tracking attendance, managing budget, advertising events, professional conduct, administrative documentation).

• Specific performance objectives include Religious Education Program Management, Volunteer Recruitment and Training, Attendance Tracking and Reporting, Administrative and Budget Management, Staff Coordination and Meetings, Advertising and Communication, Professional Conduct and Appearance, and Administrative Documentation.

• Period of Performance: Base Year (18 July 2026 - 17 July 2027) with one 1-year option (18 July 2027 - 17 July 2028).

• Location: Primary facilities include spaces in Bldg 3 and Bldg 4 on Geilenkirchen NATO Air Base.

• Work hours: Monday-Thursday 0800-1600, Friday 0800-1400, totaling a minimum of 40 hours per month. Duties and responsibilities average 15-20 hours per week.

• Contractor must provide their own transportation.

• Must possess a working knowledge of the Christian church calendar.

• Must be able to speak, read, and write English fluently.

• Bachelor's degree in religious education is preferred but not required.

• Must be proficient in Microsoft Windows OS and Office programs (Word, Outlook, Excel, PowerPoint).

• Must obtain a security clearance, including a Common Access Card (CAC), requiring background checks (AF IMT 2583, SF 86/85P, fingerprinting, etc.).

• Must maintain a neat, well-groomed appearance appropriate for chapel worship services.

• This is a Non-Personal Services Contract; contractor is responsible for all tax liabilities and benefits.

• A qualified substitute must be provided if the contractor cannot meet obligations, meeting the same qualifications and approved in advance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quote - RFQ) for commercial items to procure Protestant Religious Education Coordinator services. The requirement is for Geilenkirchen NATO Air Base, Germany.

• Provision of Protestant Religious Education Coordinator services.

• Services to be performed in accordance with Attachment 1 – Performance Work Statement.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance:

  • Base Year: 18 July 2026 – 17 July 2027
  • Option Year 1: 18 July 2027 – 17 July 2028
  • Option to Extend Services: 18 July 2028 – 17 January 2029

• Price submission: Complete and return the pricing table (Pricing Addendum).

• Technical submission: Provide quote in accordance with Attachment 1 – Performance Work Statement.

• Questions Deadline: 10 June 2026, 1500 CEST.

• Quotes Due: 18 June 2026, 1500 CEST.

• Quotes must be valid until: 30 September 2026.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Award will be made to the responsible quoter whose conforming offer is determined to be the most advantageous, considering price and technical capability.

• No set-aside will be used due to the overseas location.

• This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

• Incorporated provisions and clauses are effective through 03/16/2026.
