This is a combined synopsis/solicitation for a commercial item for the National Park Service, Contracting Operations East (ConOps East). The project involves structural stabilization of porch beams, exterior wood siding repair and replacement, window and door rehabilitation with UV protective reglazing, limited masonry repairs, exterior safety and visitor access preparation, and artifact and interior protection for the Tuskegee Institute National Historic Site in Tuskegee, Alabama.

• Structural Stabilization of Porch Beams: Includes temporary shoring, replacement of 14 deteriorated 12x12 wood beams, treatment with preservatives, repair of beam pockets and fascia.

• Exterior Wood Siding Repair & Replacement: Repair or replace up to 2,500 sq ft of siding, matching original profiles and finish. Includes installation of moisture barriers and flashing.

• Window & Door Rehabilitation: Repair or replace windows (up to 60% of units), reglaze with UV-filtering glass, restore operability, and install weatherstripping.

• Exterior Safety & Visitor Access Preparation: Stabilize flooring, stair rails, thresholds, and trim along visitor routes; install protective barriers; ensure egress pathways meet safety requirements.

• Artifact & Interior Protection: Protect furnishings and interiors with museum-standard coverings.

• Work must be completed within 8 months of construction activity.

• Contract Type: Single Firm-Fixed Price Contract.

• Evaluation Basis: Best Value - Lowest Priced Technically Acceptable (LPTA).

Statement of Work (SOW)

This Statement of Work outlines the "TUIN OAKS- Emergency Rehabilitation Approach 2026" project, aimed at correcting critical exterior deterioration, stabilizing structural elements, improving environmental protection, and conducting targeted investigations for future rehabilitation of Booker T. Washington's home, "The Oaks," at the Tuskegee Institute National Historic Site. The goal is to ensure the building can safely reopen for public use.

Contractors will be responsible for furnishing labor, materials, equipment, supervision, and documentation to complete the following tasks:

• Structural Stabilization – Porch Beams: Includes temporary shoring, removal and replacement of fourteen (14) deteriorated 12x12 wood support beams (approx. 400 LF) with like-kind materials, treatment of replacement beams, repair of existing beam pockets, repair/replacement of fascia (up to 150 LF), and photographic/written documentation.
• Exterior Wood Siding Repair & Replacement: Repair or replace up to 2,500 sq ft of deteriorated exterior wood siding using preservation-appropriate methods, fabricating and installing siding to match original profiles, installing moisture barriers, flashing, and underlayment, and repainting surfaces.
• Window & Door Rehabilitation + UV Protective Reglazing: Repair window sash components, muntins, glazing putty, and hardware. Replace deteriorated windows as needed (up to 60% of total units). Reglaze all windows with UV-filtering conservation-grade glass or approved UV film. Restore operability of all windows and doors, and install weatherstripping.
• Exterior Safety & Visitor Access Preparation: Stabilize flooring, stair rails, thresholds, and loose trim along visitor routes. Install temporary protective barriers/stanchions for visitor safety and ensure egress pathways meet life-safety requirements.
• Artifact & Interior Protection: Protect furnishings, floors, and interior finishes using museum-standard coverings and enclosures, and coordinate with NPS curatorial staff.

Work shall be completed within 8 months of construction activity.

All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties, NPS Historic Preservation & Cultural Resource Guidelines, applicable IBC, NEC, IMC, and life-safety codes, and NPS museum property protection standards.

Work must adhere to OSHA, EPA, NFPA, Federal, State, and local regulations. A contractor safety plan addressing confined spaces, heavy equipment, visitor safety, traffic, trenching, HAZMAT, emergency response, and training is required. "Green" products should be used where possible. HAZMAT must be pre-approved. Work is restricted to normal operating hours (8:00 am - 4:00 pm, Monday-Friday) unless otherwise approved.
