Scope of Work

Contract Details

  • Contract Type: Personal Services Contract (PSC)
  • Period of Performance: One (1) Base Period plus four (4) 12-month Option Periods, for a total of up to five (5) years.
  • Market Value: Equivalent to a GS-14 or GS-15 base salary, ranging from $107,446 to $164,301 per annum, depending on experience and qualifications. The maximum contract value for the base period is approximately $309,824.75 (GS-14) to $342,950.00 (GS-15).
  • Set-Aside: This opportunity is open to U.S. Citizens only and will be awarded solely to an individual, not a firm.

Applicants must submit a complete CV/resume, proof of education, three professional/academic references, salary history, and two writing samples (500-1,000 words each) demonstrating the ability to communicate complex ideas.
