Quick Summary
NASA/NSSC intends to award a sole source contract to FORCE MEASUREMENT SYSTEMS, INC. for a PSL 40k Thrust Stand Refurbishment Design Study. This Special Notice invites other interested organizations to submit their capabilities to determine if this procurement can be conducted on a competitive basis. The work will be performed at NASA/Glenn Research Center (GRC).
Purpose & Scope
The objective is to conduct a design study for the refurbishment and modernization of the PSL 40k thrust stand, aiming for cost-effective solutions with enhanced capability for future test campaigns. The vendor will utilize the existing 40k thrust stand to assess necessary repairs and modifications. The study requires the provision of three distinct options for refurbishment, similar to a recently modernized 50k thrust stand, and must utilize the same interface and calibration cart.
Key Scope Elements:
- Option 1 (Baseline): Includes simulator cable, spare load cell, disassembly, counterboring adapters, adding a window to the torque box, fixing screw jacks, checking limit switches, repairing mechanical issues, painting ends, reassembly, safety wiring, adding stickers, testing, slotting axial load string adapters, and a proof of concept for an AL adapter.
- Option 2: Incorporates all elements of Option 1, maintains existing screw jacks, implements changes to the right-hand rule, updates data reduction equations and labeling, and includes new components such as bolts, hydraulic motors, limit switches, couplings, a hydraulic manifold, a front box for limit switches/solenoids, full painting of the TMS, and new hydraulic tubing runs.
- Option 3: Encompasses all elements of Options 1 and 2, replaces screw jacks, adds gear boxes/clutches/position transducers, automates calibration, uses independent hydraulic solenoids for each motor, and modifies software for TMS selection. The vendor retains the right to propose additions or modifications to these options based on their disassembly and inspection findings.
