The Court Services and Offender Supervision Agency (CSOSA) is soliciting proposals for a Public Safety Data Analytics Platform & Support Services. This opportunity seeks a Software as a Service (SaaS) solution to integrate diverse public safety data, eliminate silos, and enhance decision-making for the Office of Community Supervision & Intervention Services (OCIS). This is a Total Small Business Set-Aside. Quotations are due by July 2, 2026, at 11:59 PM EDT.
Scope of Work
The selected contractor will provide a public safety data analytics platform and comprehensive support services. Key objectives include the development and deployment of a SaaS platform capable of integrating CSOSA's internal case management system (SMART 21) and SharePoint Data Library with external law enforcement feeds (e.g., MPD, PGPD, APD, FCPD) in near real-time. The platform must support dynamic data modeling, multi-format visualization, universal search, secure collaboration, real-time alerting, auditable deduplication, automated reporting, Multi-Factor Authentication (MFA), and full mobile functionality. The scope also includes providing a Project Management Plan, System Security Plan, ongoing maintenance, support, training, and technical documentation. An on-site full-time technical analyst with at least three years of experience in Criminal Justice Data Modeling is required.
Key Requirements & Compliance
A critical requirement is that the proposed public safety data analytics cloud platform MUST hold a current Federal Risk and Authorization Management Program (FedRAMP) Moderate Authorization at the time of quotation submission. Failure to provide evidence of this authorization will result in elimination from the competition. The platform must also comply with NIST SP 800-53, CJIS Security Policy v5.9, and Section 508 of the Rehabilitation Act. Data must reside within the continental United States (CONUS) in a CJIS-compliant data center, and contractor personnel with access to the Authorization Boundary must be U.S. Persons. Security clearances, background checks, and PIV cards are required for personnel, along with adherence to a Contractor Confidentiality and Nondisclosure Agreement.
Contract Details
This will be a Firm-Fixed-Priced (FFP) purchase order with a 36-month period of performance from the date of award. The acquisition is set aside 100% for Small Business under NAICS Code 513210 (Software Publisher) with a $47M size standard.
Submission & Evaluation
Quotations are due electronically via email to catherine.collins@csosa.gov by July 2, 2026, 11:59 PM EDT. Evaluation will follow a "best value" approach, where non-price factors are considered more important than price. Non-price factors include Technical Approach, Project Experience, Past Performance, Management & Support, and Data Transition & Exit Plan. The FedRAMP Moderate Authorization is a mandatory gate criterion. Offerors must complete and submit Attachment J-9 (Price Breakdown), Attachment J-6 (FAR 52.212-3 Reps & Certs), and Attachment J-7 (FAR 52.204-24 Telecommunications Representation). Past Performance Questionnaires (Attachment J-8) are also due by the same date.
