This document is a combined synopsis/solicitation (RFQ) for commercial services, specifically "PUHO Faunal Analysis Phase III." It constitutes the only solicitation, and a written solicitation will not be issued. The acquisition is a Total Small Business Set-Aside.

• The contractor shall provide all supervision, labor, materials, and equipment necessary to identify bone objects at Puʻuhonua o Hōnaunau National Historical Park (PUHO).

• The work involves faunal analysis of bone objects, with specific quantities outlined for the base CLIN and option CLINs.

• The contract type is Firm-Fixed Price.

• The anticipated performance start date is on or before September 1, 2026. The delivery date will be notified upon contract award.

• Quoted pricing shall be valid for not less than 60 days.

• Quotes must be submitted electronically to Christie Tapp at Christine_Tapp@ios.doi.gov by 05:00 PM HT on June 30, 2026.

• Offerors must include a completed checklist, SAM.gov registration confirmation, company information, signed SF 1449, signed amendments (if applicable), completed SF 1449 Blocks 21-24 and Pricing Schedule, completed provisions, and Past Performance information (at least three recent and relevant contracts).

• Offerors must also respond to prompts regarding how they will complete the requirements and whether they will self-perform or subcontract.

• Evaluation will be based on Price, Technical ability, and Past Performance.

• This acquisition is a Total Small Business Set-Aside.

• An active SAM.gov registration is required at the time of quote submission.

• A site visit can be arranged upon request by emailing Christie Tapp by Noon HT on June 15, 2026.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2026-01.

Statement of Work (SOW)

To provide accurate data for scientific research on the faunal assemblage at Pu'uhonua o Honaunau National Historical Park, to eliminate the possibility of misidentified human skeletal remains, and to comply with the Native American Graves Protection and Repatriation Act (NAGPRA).

• Identify 5,000 bone objects to the lowest taxonomic classification using visual methods.

• Examine objects for secondary uses and cultural modifications to characterize function.

• Weigh objects by type and catalog number.

• Re-house identified bone into park-supplied bags/containers and label them.

• Enter data into a park-supplied database/spreadsheet.

• For fragmented bone where visual identification is not possible, bulk catalog by weight and calculate object count at 0.4 objects per gram.

• Produce an end-of-fieldwork summary report and a final project completion report.

• Identification to the lowest taxonomic classification possible.

• Data entry into a park-supplied database/spreadsheet.

• Submission of summary reports and a final completion report.

• On-site at Pu'uhonua o Honaunau National Historical Park, County of Hawaii, Hawaii.

• Specific delivery dates for reports are outlined in Section 5.0, with a final completion report due by September 24, 2027.

• All handling and physical examination must occur at the park's curation facility; materials cannot be taken off-site.

• The park curation facility and adjacent dorm are shared spaces; exclusive use by the contractor cannot be guaranteed.

Statement of Work (SOW) / Performance Work Statement (PWS)
