Quick Summary
The Department of the Air Force, 6 CONS PK, has issued a Pre-Solicitation Notice / Intent to Sole Source for Puma Deployable Aircrew Radio Terminal (DART) kits. This notice fulfills Federal Acquisition Regulation (FAR) 5.101 requirements.
Opportunity Details

Requirement & Justification
The requirement is for KC-135 Puma DART kits to house PRC-158 radios, essential for establishing the new 6th Air Refueling Wing (ARW) Special Operations Air Refueling (SOAR) mission capability. The Puma DART is identified as the only multi-channel, single-man-portable communications suite certified by the Joint Special Operations Command (JSOC) to meet SOAR mission requirements. It provides critical airborne communications with Satellite Communications (SATCOM), Integrated Communications Systems (ICS), and Line of Sight (LOS) capabilities.
Sierra Nevada Corporation (SNC) is the sole manufacturer and distributor of the Puma DARTs. Extensive market research, including a previous Sources Sought notice, yielded no other capable vendors. The absence of these kits would severely impact mission risk for the KC-135 SOAR mission.
Technical Specifications
The Puma DART system delivers 50 watts of RF power, features an integrated SATCOM diplexer/combiner, and Low Noise Amplifiers for weak receive signals. Key components include the Harris Falcon III® AN/PRC-158 Multi-Channel Radio and Tricom Research TCR-MBA-50-WB Multi-Band RF Amplifier. The system weighs 45 lbs and requires 28 VDC input power.
Contract & Timeline
This Pre-Solicitation Notice will remain posted for 8 calendar days, concluding on May 13, 2026. While the Government has determined only one source can currently fulfill this requirement, this posting aims to encourage future competition, broaden industry participation, and notify small businesses of potential subcontracting opportunities. Continued market research will be conducted for future requirements to identify additional authorized distributors.
