Key Requirements & Performance Standards
Work includes replacing piping and valves, insulating, and disposing of old materials. Prefabricated spools must undergo hydrostatic testing at 90psi for 1 hour. Each pipe line shutdown is limited to 8 hours, including a 3-hour USDA decontamination period, leaving 5 hours for contractor work. Work must be coordinated with the COR and performed when outside temperatures are above 45°F. Contractors must have a trained Confined Space program and Lock-out/Tag-out (LOTO) program. Detailed specifications for materials (stainless steel A312-TP304L), fabrication (ASME B31.3), and welding standards are provided. Prevailing wage rates (Davis-Bacon Act) apply per IA20260003.
Submission & Evaluation
Quotations are due by May 12, 2026, at 5:00 PM local time (Central). Submissions must be emailed to david.hildebrand@usda.gov with "RFQ 1232SA26Q0470" in the subject line. Evaluation will be based on Lowest Priced Technically Acceptable (LPTA). Required submission documents include a fully completed and signed SF 1442, acknowledgment of all amendments, a fully executed SF 24 Bid Bond (20% of price, max $300K), two recent and relevant experience references, and CPARS ratings (if applicable). Offerors must be SAM.gov registered.
Site Visit & Questions
A site visit for Vault 105 can be scheduled with Brandon Keith (brandon.keith@usda.gov). Other vaults are unavailable until after award. Questions were due by April 30, 2026, and answers have been provided in Attachment 5.
Amendments
Two amendments have been issued:
