Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the contractor to provide project management, labor, tools, materials, and equipment for the life-cycle replacement of the HVAC systems at Buildings 590 and 591 at Joint Base San Antonio (JBSA) - Fort Sam Houston (FSH). The goal is to deliver a complete, commissioned, and fully operational HVAC system at each location.

• System Replacement: Replace existing HVAC systems (SPX ReCold, Model: MW-30C) with "brand name or equal" fluid coolers (cooling towers), pumps with motors, and control panels for each building.

• Mechanical Components: Install new water piping systems, including supply, return, makeup, overflow, and drain lines, with associated valves, fittings, supports, and insulation.

• Electrical Components: Connect all wiring, conduits, disconnects, and controls for a fully integrated and operational system.

• Demolition & Removal: Safely disconnect, dismantle, and remove existing HVAC systems and associated components. Recover all refrigerants and dispose of all debris and removed equipment off-base.

• Installation: Execute all installation work in accordance with manufacturer's instructions, applicable building and safety codes, and industry standards.

• Startup & Commissioning: Perform manufacturer-required startup and commissioning to verify full operational status and performance.

• Testing: Conduct water leak detection tests on all new piping, witnessed by the Government Point of Contact (GPOC).

• Insulation: Insulate all new piping and any disturbed sections of existing piping.

• Site Cleanup: Maintain a clean work site daily and perform a final cleaning upon project completion.

• Place of Performance: Building 590 (2539 Old Austin Rd) and Building 591 (2611 Old Austin Rd) at JBSA-FSH.

• Advance Notice: Provide a minimum of five (5) days' advance notice prior to equipment delivery and on-site implementation.

• Contractor Access: Obtain base identification and vehicle passes for all personnel requiring access. Comply with relevant Air Force security directives.

• Hours of Operation: Normal work hours are Monday-Friday, 0700-1700hrs CST, excluding Federal holidays. Work outside these hours requires prior written approval.

• Health & Safety: Take all reasonable steps to prevent accidents and preserve health and safety. Comply with AFOSH Standards and other applicable health/safety regulations.

• Quality Control: Implement a quality control process to ensure all work meets SOW requirements.

• Site Protection: Contractor is responsible for protecting existing buildings and equipment.

• Hazardous Material (HAZMAT): Comply with all federal and installation regulations regarding HAZMAT and report usage.

• Traffic Regulations: Comply with all base traffic regulations; cellular device use while operating a vehicle is prohibited.

• Warranty: Provide a comprehensive one (1) year warranty on all furnished materials and labor, commencing upon final acceptance.

• AF Form 3952 (HAZMAT) (Prior to bringing materials on-site)

• Funds are not presently available for this effort; no award will be made until funds are available.

• The Government reserves the right to cancel the solicitation.
