PURCHASE OF MULTIPLEXERS

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the LM10-20/X2500 multiplexer, a non-repairable Commercial-Off-The-Shelf (COTS) item, vital for the continued support and repair of Depot-supported systems for the Navy.

• Procure the specified multiplexer.

• Fabricate a classified component in support of the contract and store it until contract completion.

• Assist in modernizing classified systems, which may involve classified techniques, testing, and reporting.

• The contractor will generate and receive classified material.

• First Article Inspection is provided by the Vendor.

• First Article Testing will be conducted at the NSWC Crane facility.

• Testing requirements will be run to the Next Higher Assembly.

• In case of test failure, the Vendor is responsible for reproducing another unit for First Article Testing.

• Delivery shall be made to the Government as listed.

• The vendor must maintain a classified facility security clearance.

• Contractor personnel must be US citizens with proper ID and hold a SECRET clearance.

• The vendor must maintain a level of safeguarding for classified information/material at the SECRET level.

• The contractor will require access to Controlled Unclassified Information (CUI) with developers and integrators.

Solicitation / RFP / RFQ

This is a sole source solicitation for supplies or services for which the Government intends to negotiate with one source, K & L Microwave, Inc. The acquisition is for items peculiar to this manufacturer. All responsible sources may submit a capability statement, which will be considered by the agency. However, the determination not to compete is at the Government's discretion.

• Item 0001: First Article Test Unit for Multiplexers (P/N: LM10-20/X2500). First Article Inspection and Testing will be performed by the vendor at NSWC Crane facility. Production units shall not be started until written notice is given.

• Item 0002: Multiplexers Production Units (P/N: LM10-20/X2500). This includes furnishing all labor, materials, supplies, equipment, supervision, and transportation. FOB Origin Crane, IN 47522. Accelerated delivery is acceptable at no cost to the Government.

• Item 0003: Shipping for Related CLINS.

• Export Control: This procurement contains technical data controlled by export-control laws. Contractors must be registered in the Defense Logistics Information Service (DLIS).

• Item Unique Identification: Requirements in DFARS 252.211-7003 apply, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Pricing Arrangement: Firm Fixed Price for all items.

• Period of Performance: Delivery Schedule is 50 Weeks from Date of Award for all line items.

• Offer Due Date: April 17, 2026, 04:00 AM.

• Registration: Contractors must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) for controlled attachments.

• Payment: Payment will be made via Wide Area WorkFlow (WAWF).

• This acquisition is UNRESTRICTED.

• The solicitation includes numerous FAR and DFARS clauses, including those related to inspection, acceptance, payment, and unique item identification.
