Quick Summary
The Department of the Navy, specifically the NORFOLK NAVAL SHIPYARD GF, is soliciting proposals for two Purification Systems (Breathing Air Filtration Assemblies) to be delivered to Portsmouth, VA. This is a Total Small Business Set-Aside for a Firm Fixed Price (FFP) Single Award Contract. The systems are required to integrate with existing government high-pressure air compressors to meet stringent air quality specifications. Proposals are due by March 27, 2026, at 12:00 PM (Eastern Time).
Scope of Work
This solicitation (N4215826QE023) seeks two portable, forklift-handleable purification systems with 1/2 inch JIC 37-degree flare fittings. The primary function is to remove carbon monoxide, hydrocarbons, and odor from compressed air, delivering ANSI Grade E breathing air. Key quality specifications include:
- Oxygen: 19.5% to 23.5%
- Carbon Dioxide: 1000 PPM maximum
- Carbon Monoxide: 10 PPM maximum
- Hydrocarbons (condensed): 0.005 mg/liter maximum
- Water content: Dew point not to exceed -80°F (18 PPM by volume)
- Oil content: Not to exceed 0.1 PPM by weight
- Dirt/particulate: Not to exceed 5 microns nominal and 18 microns absolute.
Clarifications from Bidder Questions: The system is not for day-to-day breathing air or respirators. It is intended to integrate with existing government high-pressure air compressors (approx. 0.4 CFM at 4500 psi) to achieve the specified dew point for downstream equipment. Bidders are not required to supply compressors. Filters must withstand 5000 psi. A Certificate of Compliance and ASTM-D-3951-18 compliant packaging are required.
