Questions & Answers / Clarifications

This document provides responses to bidder questions regarding solicitation N4215826QE023 – Purification System. It clarifies requirements for air filtration and compressor usage.

• Airflow & Respirators: The system is not used for day-to-day breathing air or respirators. The primary concern is meeting a stringent dew point specification for equipment downstream of the filters. The government does not use supplied air respirators with this system.
• Compressor & Filtration: The government already possesses high-pressure air compressors (portable and stationary) and requires filters to be integrated between these compressors and their existing equipment to meet the dew point specification. A dedicated compressor and filtration package is not required.
• Flow Rate: Compressors produce approximately 0.4 CFM at 4500 psi, and the system is used to refill storage volume. Filters are tied in downstream of the compressor, and if they cannot keep up with the flow rate, it will simply take longer to refill storage.
• Power Requirements: Current filters do not require power. If power is needed, the government can provide 120V or 440V. No intrinsically safe equipment, remote alarms, or specific points of attachment for distribution are required.
• Pressure Rating: Compressors operate up to 5000 psi, with relief valves. Filters must withstand 5000 psi and are regularly used at 3000-4500 psi. Current filters use a ½" 37-degree flare male connection for inlet and outlet.
• Air Quality: The solicitation mentions Grade "E" air, but lists specifications for Grade "D" air, with the dew point being the Grade E standard. The government advises against desiccant use for constantly flowing airline respirators due to potential worker dehydration and symptoms.

This document clarifies that bidders should focus on providing filtration solutions that meet the specified dew point, integrating with existing government-provided compressors. It negates the need for bidders to supply compressors or respirator-specific airflow calculations. No changes to deadlines or submission rules are indicated.

Solicitation / RFP / RFQ

This solicitation is for the procurement of a "PURIFICATION SYSTEM, BREATHING AIR FILTRATION ASSEMBLY". The government is procuring two units of this system.

• The system must be portable and handleable with a forklift.

• It must have 1/2 inch JIC 37-degree flare inlet/outlet fittings.

• The system must remove carbon monoxide, hydrocarbons, and odor from supplied compressed air.

• It must deliver ANSI Grade E breathing air meeting specific quality specifications:

  • Oxygen: 19.5% to 23.5%
  • Carbon Dioxide (by volume): 1000 PPM maximum
  • Carbon Monoxide (by volume): 10 PPM maximum
  • Hydrocarbons (condensed): 0.005 milligrams/liter maximum
  • No noticeable odor (judged by the Government)
  • Supply temperature: 115(d) F maximum
  • Water content: Dew point not to exceed -80(d) F at atmospheric pressure (18 PPM by volume)
  • Compressed air oil content: Not to exceed 0.1 PPM by weight
  • Dirt/particulate: Not to exceed 5 microns nominal and 18 microns absolute.

• A Certificate of Compliance is required.

• Packaging must be in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Date: On or before 01 Jun 2026.

• Delivery Location: Norfolk Naval Shipyard GF, Portsmouth, VA.

• The solicitation issue date is March 24, 2026.

• The offer due date is March 27, 2026, at 12:00 PM.

• Evaluation factors include Technical Submission (Technical Capability Certification Chart), Price, and Past Performance.

• Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

• Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price.

• Technical Acceptability will be determined by reviewing the technical capability certification chart to ensure all technical requirements are met.

• This acquisition is set aside 100% for Small Business.

Failure to provide this certification at the time of shipment may result in material rejection and return at the contractor's expense. Proper completion and timely submission of this certificate are critical for expediting receipt and payment. Bidders must ensure they understand and can comply with these certification and submission requirements.

Form / Attachment / Pricing Sheet

This document is Attachment (A) to the solicitation, titled "Technical Capabilities Form." It requires vendors to certify that the equipment they are quoting meets the listed capabilities and that they can assume all stated contractor responsibilities. This form must be completed and submitted with the vendor's quote to be considered for award.

This is a presolicitation notice for purification systems to be provided to Norfolk Naval Shipyard (NNSY) in Portsmouth, VA. The Naval Sea Systems Command (NAVSEA) intends to award a Firm Fixed Price (FFP) Single Award Contract for these systems.

• The contractor shall provide the requested purification systems as required by the specifications.
