Sources Sought Announcement

This is a Sources Sought announcement for "Boots on the Ground Continental U.S. for the CPIVH" services. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is conducting market research to identify potential vendors capable of providing these services. No solicitation is currently available, and this announcement is for informational purposes only to facilitate decision-making.

• Small businesses (including SDVOSB and VOSB) must adhere to Limitations on Subcontracting requirements (FAR 52.219-14 and FAR 52.219-27), expending at least 50% of contract performance costs for personnel employed by the concern.

• SDVOSB and VOSB firms must be registered with the SBA and verified.

Statement of Work (SOW) / Performance Work Statement (PWS)

To support the newly established Center for Pacific Islander Veterans Health (CPIVH) under the Veterans Affairs Pacific Islands Health Care System (VA PIHCS). The goal is to improve healthcare access for Veterans in Hawaii, the continental U.S., and the Pacific Basin through culturally tailored outreach, needs assessment, and resource connection.

• Recruit, train, and supervise Community Health Workers (CHWs) to conduct outreach to Native Hawaiian and Other Pacific Islander (NHPI) Veterans.

• Develop and implement culturally tailored outreach plans to promote VHA services.

• Create and utilize assessment tools to identify Veterans’ healthcare needs and local community resources.

• Establish a database to manage assessment results and track training outcomes.

• Enhance access to VA healthcare services through community engagement and support.

• Develop Regional Outreach Workplans: Create plans for U.S.-Affiliated Pacific Islands and the continental U.S.

• Promote VHA Services: Document outreach activities and promotional materials.

• Develop Assessment Tools: Create three tools for identifying Veteran needs, assessing community resources, and evaluating health resources.

• Pilot-Test Assessment Tools: Conduct pilot testing and submit a report with finalized tools.

• Develop Training Curriculum: Create three modules for CHWs on needs assessments, referrals, and support.

• Develop a Database System: Build a functional system for storing data.

• Customer Service and Satisfaction: Measured by feedback from CPIVH stakeholders.

• Productivity: Assessed by the number and quality of deliverables, considering task complexity.

• The contract covers one year of services.

• Work will be conducted in the continental U.S. and U.S.-Affiliated Pacific Islands.

• Contractors must demonstrate extensive experience in health-related outreach, particularly within Pacific Island cultures and with Veterans.

• Proven experience in recruiting, training, and supervising CHWs is required.

• Working knowledge of VHA organization, enrollment processes, and resources is necessary.

• Cultural competency in Pacific Island communities is essential.
