Quick Summary
This is an informational notice only from the Department of Veterans Affairs (VA) regarding an update to the Federal Procurement Data System (FPDS) reporting for the Medical Disability Examinations (MDE) 2025 Regions 1-4 Recompete (Short-Term Contracts - STC). This notice is for industry awareness; no response or action is requested.
Background
The VA previously awarded four Indefinite Delivery Indefinite Quantity (IDIQ) contracts under Solicitation 36C10X25R0001 in December 2024. These contracts are for providing Medical Disability Examinations to Veterans, Service Members, their dependents, and survivors across four geographic regions (Northeast, Southeast, Midwest, Pacific). The original solicitation outlined requirements for private-sector contractors to establish and manage networks of licensed examiners, perform in-person MDEs, and interface with VA systems.
Awarded Contractors
The four IDIQ contracts were awarded to:
- LOYAL SOURCE GOVERNMENT SERVICES LLC
- OPTUMSERVE HEALTH SERVICES INC
- QTC MEDICAL SERVICES INC
- VETERANS EVALUATION SERVICES INC
Contract Ceiling Update
The original contract ceiling was established based on a maximum quantity of 9 million exams, not a specific dollar value, as pricing is per examination. As of this notice, approximately 5.2 million exams have been completed or are in progress under these contracts.
For FPDS reporting purposes, the initial Total Contract Value was stated as $3,294,180,138.43 per contract. However, due to some task orders exceeding this initially reported dollar value, the FPDS Total Contract Value will be updated to a general reporting figure of $5,000,000,000.00. The actual total contract values will be definitively determined upon the completion of all task orders.
Purpose of Notice
This special notice serves to inform industry of this FPDS reporting adjustment and clarify the quantity-based nature of the contract ceiling. It is not a solicitation for new bids or an opportunity to respond.
