Scope of Work
The contractor will provide initial, annual, and incident-based psychological evaluations and testing for all VA Police Officers at the Sheridan VA Medical Center. The primary objective is to determine officers' suitability for duty, particularly concerning firearm use and overall emotional stability. This includes annual re-examinations and re-examinations for sudden behavioral changes. Evaluations may be conducted via video teleconference or at an off-site location within 30 miles of the facility. A one-page Pass/Fail report, indicating suitability for firearm use, must be provided to the Occupational Health Physician and Chief of Police within 5 business days of the evaluation. Evaluations must be completed within 30 days of scheduling.

Evaluators must be licensed psychologists with a doctoral degree and at least five years of postgraduate experience in diagnosing and treating mental disorders. Personnel must hold full and unrestricted licenses in a U.S. State, Territory, Commonwealth, or the District of Columbia, and be experienced in performing psychological assessments on police officers and/or applicants. Board certification in Forensics by the American Board of Behavioral Psychology (ABBP) is desired. Personnel must have no physical/mental limitations, malpractice litigation, or felony criminal charges. Contract Details
This will be a Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The ordering period is from June 1, 2026, through May 31, 2031, consisting of a base year and four one-year option periods. The estimated contract value is approximately $9 Million, with a minimum of 15 evaluations and a maximum of 150 evaluations.
