Eligibility & Submission
This procurement is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must be verified as an SDVOSB with the Small Business Administration and have an active registration in SAM.gov at the time of offer submission and award.
Proposals are due by November 5, 2025, at 10:00 AM Central Time. Quotes must be emailed to angela.stewart438@va.gov. Offerors must acknowledge Amendment 0001 by signing and returning one copy with their quote. Pricing information should be submitted separately from technical information. Key personnel are required to complete and sign the Contractor Rules of Behavior form.
Evaluation Criteria
Award will be based on a comparative evaluation process, seeking the best value. Technical factors include:
- Provider Qualifications: Degrees, licenses, board certifications, BLS/ACLS, 2+ years of experience, and CVs.
- Contractor Qualifications: Experience with similar services, personnel adequacy, continuity of care plans, recruitment, staffing, back-up, and retention plans. Past performance will also be evaluated. Price will be assessed for fairness, reasonableness, and to identify the lowest priced offer.
