This Performance Work Statement (PWS) outlines the requirements for establishing, maintaining, and administering a Community Care Network (CCN) Next Generation Dental Network. The goal is to provide licensed dental providers and services to Veterans, emphasizing quality, efficiency, cost savings, and a positive Veteran experience.

• Network Establishment & Administration: Develop, maintain, and administer a network of licensed dental providers. This includes recruitment, contracting, and ensuring network adequacy.

• Service Delivery: Ensure providers deliver required dental services in accordance with contract requirements and PWS specifications.

• Provider Network: Establish a comprehensive network including general and specialized dental care, academic teaching facilities, FQHCs, and Tribal Health Providers.

• Credentialing & Accreditation: Ensure all network providers are licensed, credentialed, and meet accreditation standards.

• Claims Processing & Reimbursement: Process and adjudicate claims from network providers, ensuring timely payment and compliance with federal regulations.

• Customer Service: Establish and maintain customer service capabilities for VA staff, network providers, and Veterans, including contact centers and self-service portals.

• Medical Documentation: Develop and maintain a Central Submission System for medical documentation exchange.

• Technology: Utilize recognized health information interoperability standards and ensure systems are secure and compliant.

• Training: Develop and deliver training programs for network providers, Contractor personnel, and VA staff.

• Program Integrity: Implement robust internal controls and risk management strategies to prevent fraud, waste, and abuse (FWA).

• Quality Management: Monitor clinical quality, patient safety, and performance metrics.

• Network adequacy standards for drive times and appointment availability (e.g., within 45 minutes urban, 60 minutes rural; within 28 days for appointments).

• Contractor performance will be monitored via a Quality Assurance Surveillance Plan (QASP).

• Specific performance objectives (POs) and acceptable quality levels (AQLs) are detailed in the Performance Requirements Summary (PRS).

• Customer service performance standards include Blockage Rate (<5%), Call Abandonment Rates (<=5%), Average Speed of Answer (<=30 seconds), First Call Resolution (>=80%), and Response Accuracy (>=90%).

• The PWS covers the establishment and administration of the CCN Next Generation Dental Network.

• Deployment is phased, with full Health Care Delivery (HCD) targeted within 12 months of contract award.

• Services will be provided across various regions, states, and catchment areas within the United States.

• Compliance with Federal, State, and local laws and regulations.

• Adherence to the CCN Next Generation Dental Network Contractor Manual.

• Development and submission of numerous deliverables, including plans (Deployment, Quality Assurance, Training, etc.), reports (performance, status, risk), and schedules (Integrated Master Schedule).

• Strict adherence to data security, privacy (HIPAA), and IT system requirements.

• Mandatory participation in post-award meetings, including a Kickoff Meeting within 30 business days of award.

• Contractor must establish a Deployment Command Center within 30 days of award.
