Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Tele-Radiology Physician Services to eligible beneficiaries of the Department of Veterans Affairs (VA) Southern Nevada Healthcare System (VASNHS).

• Provide Board Certified Radiology Physician Services virtually through teleradiology.

• Services must meet or exceed American College of Radiology (ACR) standards and guidelines.

• Interpret radiology images for inpatients, outpatients, and eligible beneficiaries.

• Transmit interpretations via DICOM protocol with FIPS compliant encryption.

• Provide final interpretations within 24 hours of image receipt for routine exams.

• Provide STAT exam interpretations and communicate results within 2 hours of image receipt.

• Maintain open communication with VA staff and provide 24/7 availability for consultation.

• Timeliness of Reports: 100% of interpretations delivered on time (98% acceptable quality level).

• Provider Quality Performance: All physicians must meet clinical standards (98% acceptable quality level).

• Qualifications: All physicians must be Board Certified (100% compliance).

• Scope of Practice/Privileging: Physicians must perform within their scope (100% compliance).

• Patient Access: Physicians must be available as scheduled (98% acceptable quality level).

• Licensing/Certification: Maintain current credentials (100% compliance).

• Mandatory Training: Complete all required training on time (100% compliance).

• Privacy, Confidentiality, HIPAA: Zero breaches of privacy or confidentiality (100% compliance).

• Period of Performance: Base Year (10/1/26 – 9/30/27) with five option periods through 9/30/31.

• Place of Performance: Services provided virtually through teleradiology.

• Personnel Qualifications: Physicians must hold a current, full, and unrestricted license to practice medicine in Nevada and be board-certified. Key personnel CVs and qualification documents are required.

• Credentialing and Privileging: Must be completed in accordance with VHA Directives. Physicians providing direct clinical treatment via telemedicine must be credentialed and privileged at the VA facility receiving services.

• Pricing: Based on a fixed percentage of current CMS rates. Offerors must complete the provided price schedule.

• Security: Compliance with HIPAA, VA data security laws, and Joint Commission provisions is mandatory. Patient data remains the property of the US Government.

• Reporting: Various reports and deliverables are required, including Quality Control Plans, license/certification copies, and training certificates.

• Billing: Invoices must be submitted electronically via Tungsten Automation.

Sources Sought Notice

This document is a Sources Sought Announcement, not a solicitation or request for quotes/proposals. Its purpose is to assist the government in its decision-making process for services procurement and to gauge market interest for telemedicine and teleradiology services. The government is not obligated to issue a solicitation or award a contract based on this notice.

The government is seeking capability statements and comments from interested businesses regarding the requirements in the Draft Performance Work Statement (PWS). Specifically, the government is interested in understanding industry capabilities for providing telemedicine and teleradiology services, including staffing for imaging interpretation and reporting. The services relate to Physician - Internal Medicine.

Interested businesses should submit a statement of interest via email to Austin.Mitts@va.gov by 06/24/2026 at 12:00 p.m. (Pacific Time). The subject line must read: "Sources Sought VASNHCS Teleradiology services".

Respondents must provide, at a minimum:

• Company Name and Mailing Address
• Point(s) of Contact (phone and email)
• Socio-Economic status (Small/Large Business, HUBZone, SDVOSB, 8(a)) related to NAICS Code 561320 (Temporary Help Services, Small Business Size Standard $34 Million).
• Capabilities statement detailing ability to provide licensed physicians for telemedicine and teleradiology services, including interpretation and reporting.
• Summary of services provided and staffing experience, particularly for Physician - Internal Medicine.
• UEI Number.
• FSS/GSA contract number, associated line items, and expiration date.

For potential future award as an SDVOSB or VOSB set-aside, concerns must be registered and verified in the U.S. Small Business Administration's VetCert database. The announcement also mentions a Limitations on Subcontracting requirement (at least 50% of contract performance cost for personnel must be expended for employees of the concern).

The anticipated need for these services may be significant and may change. Contractors must be able to quickly identify, screen, and process employees for rapid onboarding and adapt to changing needs.
