Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-call Infectious Disease Physician Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center (VAMC) in Wichita, KS.

• Provide Board Certified/Board Eligible on-call Infectious Disease Physician Services.

• Physicians must be available by telephone within 15 minutes, 24/7, and report onsite within 60 minutes when required.

• Services include diagnosing, treating, and managing patients with infectious disease problems.

• Provide consultation and instruction to referring physicians.

• Document all treatment in the VA's Electronic Health Record (EHR) system (CPRS).

• Adhere to American College of Physicians (ACP) Guidelines and other relevant VA policies and handbooks.

• Physicians must meet or exceed ACP Guidelines.

• Services must meet or exceed standards set by The Joint Commission (TJC), American College of Physicians (ACP), and American Hospital Association (AHA).

• Performance will be monitored through methods like Focused Provider Practice Evaluation (FPPE) and Ongoing Provider Practice Evaluation (OPPE).

• Key performance measures include Provider Quality Performance, Qualifications of Key Personnel, Scope of Practice/Privileging, Patient Access, Patient Safety, Licensing/Certification, Mandatory Training, and Privacy/Confidentiality/HIPAA compliance.

• Period of Performance: Base Year (01/01/2027 - 12/31/2027) with four Option Years.

• Place of Performance: Onsite at the Robert J. Dole VA Medical Center, Wichita, KS 67218.

• Personnel: Minimum of 4 key personnel to be credentialed. Contractor must provide twice the number of appropriately qualified physicians to meet contract obligations.

• Qualifications: Physicians must be Board Certified/Board Eligible in Infectious Disease, hold a current unrestricted medical license in a U.S. state or territory, and be certified in Basic Life Support (BLS).

• Training: Must complete VA Core Values, Privacy and Information Security, HIPAA, Patient Safety, General Infection Control, and BLS training.

• Testing: Requires current Tuberculosis testing, Measles, Mumps, Rubella, Varicella, Acelullar Pertussis, Influenza vaccination (or mask), COVID-19 compliance, and Bloodborne Pathogen training.

• Credentialing & Privileging: Must be completed in accordance with VA policy before services can be provided.

• Conflict of Interest: Contractors must identify and disclose any potential conflicts of interest.

• Citizenship: Compliance with Immigration and Nationality Act and E-Verify requirements.

• Reporting: Submit Quality Control Plan, licenses, certifications, OIG list comparison, insurance proof, training certificates, and contingency plans.

• Billing: Invoices submitted electronically via Tungsten Network. Payment is considered full for services rendered; VA beneficiaries will not be billed.

This notice is a market survey to gather information on potential sources for on-call Infectious Disease Physician Services at the Wichita VA Medical Center. It is for planning purposes only and is NOT a solicitation for quotes or proposals. No contract will be awarded from this notice.

• Provision of Infectious Disease Physician Services.

• Services include routine on-site clinical hours (Monday-Friday, 8:00 a.m. - 4:00 p.m.), additional scheduled on-site coverage (evenings, nights, holidays), and 24/7/365 on-call coverage (telephonic only).

• On-call providers must respond by telephone within 15 minutes and be available to be on-site within 60 minutes when requested.

• Estimated annual hours: 8760 for monthly on-call services and 170 for call-back services.

• Program start date is anticipated for January 1, 2027.

• Anticipated contract type: Firm, fixed-price.

• Anticipated period of performance: Base year with four one-year option periods.

• Travel, lodging, and per diem are not authorized.

• Interested companies must submit a capability statement addressing their ability to perform as a prime contractor.
