Quick Summary
The Bureau of Indian Education (BIE), under the Department of the Interior, is soliciting proposals for Design/Build Services for the Renovation of Staff Quarters at Havasupai Elementary School in Supai, Arizona. This is a Firm Fixed Price Construction Contract set aside for Indian Small Business Economic Enterprises (ISBEE). The project involves modernizing 8 staff quarter units and upgrading associated utility systems to meet current building codes. Proposals are due by April 27, 2026, at 5:00 PM MDT.
Scope of Work
The contractor will provide comprehensive Design/Build Services for the renovation and refurbishment of 8 government-furnished staff quarter units (4-plex buildings #1028 & #1029) at Havasupai Elementary School. Key Considerations & Logistics
The project location in Havasupai, within Grand Canyon National Park, presents unique logistical challenges, including limited access via helicopter, pack-mule, or hiking. A site visit is not permissible; offerors must rely on provided drawings, specifications, and data. Contractors are responsible for supplying their own power (e.g., generator) and coordinating water arrangements with the School Facility Manager. Critical coordination with the Havasupai Tribe is required for water/sewage rates, staging areas (Long Mesa recommended), equipment rental, worker housing/land, and waste material disposal off-Reservation. Milenda Yaibi (928.433.8130) is the tribal liaison for these agreements.
