Quick Summary

The Bureau of Indian Education (BIE), under the Department of the Interior, is soliciting proposals for Design/Build Services for the Renovation of Staff Quarters at Havasupai Elementary School in Supai, Arizona. This is a Firm Fixed Price Construction Contract set aside for Indian Small Business Economic Enterprises (ISBEE). The project involves modernizing 8 staff quarter units and upgrading associated utility systems to meet current building codes. Proposals are due by April 27, 2026, at 5:00 PM MDT.

Scope of Work

The contractor will provide comprehensive Design/Build Services for the renovation and refurbishment of 8 government-furnished staff quarter units (4-plex buildings #1028 & #1029) at Havasupai Elementary School. This includes inspecting, evaluating, and preparing design documents, followed by construction. Renovation tasks encompass upgrading interior/exterior utility systems (electrical, HVAC), painting, roofing, gutters, decking, framing, insulation, windows, kitchens, bathrooms, lighting, interior/exterior doors, and laundry rooms. All work must comply with current building codes and standards, including NFPA 5000, UPC, UMC, UBC/IBC, NEC, CABO, NFPA 54, OSHA, and BIA Guidelines.

Contract Details

  • Contract Type: Firm Fixed Price Construction Contract (Design/Build Services).
  • Period of Performance: Approximately 60 days for design and BIE review, followed by 210 calendar days for construction from Notice to Proceed.
  • Estimated Price Range: Between $500,000 and $1,000,000.
  • Set-Aside: 100% Indian Small Business Economic Enterprise (ISBEE). Offerors must meet the definition of both an Indian Economic Enterprise and an Indian Small Business Economic Enterprise.
  • Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Proposals will be evaluated for technical acceptability, and the lowest-priced technically acceptable offer will be considered for award.

Submission Requirements

Proposals must be submitted via email to maryjane.johnson@bie.edu. Required submission components include a Price Schedule (Volume I), a Response to Evaluation Factors (Volume II), and a Bid Bond (20% of the original contract price). Offerors must be actively registered in the System for Award Management (SAM). A Performance Bond (100%) and Payment Bond (100%) will be required upon award.

Key Considerations & Logistics

The project location in Havasupai, within Grand Canyon National Park, presents unique logistical challenges, including limited access via helicopter, pack-mule, or hiking. A site visit is not permissible; offerors must rely on provided drawings, specifications, and data. Contractors are responsible for supplying their own power (e.g., generator) and coordinating water arrangements with the School Facility Manager. Critical coordination with the Havasupai Tribe is required for water/sewage rates, staging areas (Long Mesa recommended), equipment rental, worker housing/land, and waste material disposal off-Reservation. Milenda Yaibi (928.433.8130) is the tribal liaison for these agreements.
