Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Defense Advanced Research Projects Agency (DARPA) has issued the Quantum Benchmarking Initiative Topic (QBIT) Stage A solicitation, seeking revolutionary approaches to construct a utility-scale fault-tolerant quantum computer and associated computational workflows. This initiative aims to encourage new entrants and advance the design, engineering, testing, and evaluation of quantum systems, specifically excluding incremental improvements. Full proposals are due September 30, 2026.
Scope of Work
DARPA is interested in innovative research and development across three stages:
- Stage A (Plausibility): Focuses on developing a system concept report for a utility-scale quantum computer (USQC), including a concept design review and final report.
- Stage B (Research and Development Plan): Examines the performer's R&D plan for building the USQC, assessing risks and mitigation.
- Stage C (Validation and Co-Design): Determines if a USQC can be constructed and operated as intended, involving component testing and prototype evaluation. Revolutionary approaches, including quantum annealing, are encouraged.
Contract & Timeline
- Type: Other Transaction for Research (OT-R) or Other Transaction for Prototype (OT-P).
- Stage A Maximum Value: Up to $1 million per award.
- Stage B Maximum Value: Up to $5 million for critical tasks, with potential for additional milestones up to $10 million.
- Stage C Maximum Value: Up to $300 million.
- Set-Aside: None specified (open competition).
- Abstracts: Required and may be submitted on a rolling basis.
- Questions Due: July 15, 2026.
- Full Proposals Due: September 30, 2026.
- Published: March 26, 2026.
Eligibility & Evaluation
This opportunity is open to for-profit and non-profit organizations, and institutions of higher education. Non-U.S. organizations and individuals may participate if compliant with regulations. Companies that participated in prior QBI or US2QC efforts are not precluded from submitting new proposals if they offer distinct contributions. FFRDCs, UARCs, and Government Entities are encouraged to contact DARPA directly.
Evaluation criteria include Technical Plausibility, Technical Ability, Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA Mission, and Budget. Selected proposers will be required to give oral presentations.
Additional Notes
All submissions are anticipated to be unclassified. Proposers must be registered in SAM.gov. The program emphasizes robust data and IP protection, with specific guidelines for Controlled Unclassified Information (CUI) outlined in the QBI CUI Guide. Various "Other Transaction" agreement templates are provided to inform potential performers of the contractual framework, including milestone-based payments and reporting requirements.
